national conference of publicists,

which closed last Saturday
afternoon at Chicago after several

speech, while one out of many

day Cochran spoke Bryan refused
to be drawn into a discussion, but
on the following day he made a
long speech that totally disapproved
of trusts, and proposed a
radical remedy. Ilence a digest
of these two speeches will be

abundant production in a free
country without extensive distribution
in the form of wages.
With this preface, lie then said:
"If this definition of prosperity
be correct, it is perfectly plain
that there is no reason why a sen
sible man should grow excited,
either as to the approval or resentment,
at a combination mere
ly as such. Any industrial sys a
tern which operates to swell the C<
81
volume of production should be
commended ; anything which op e
erates to restrict it should be supi
n
pressed.
"Now, whether these great com t|
binations of capital or these combinations
of labor operate to raise
prices or reduce them is a subject
about which there has been a ii
wide diversity of opinion, not ii
merely in this hall, but wherever n
economic questions have been if
discussed. There are some com g:
binations which operate to in st
crease prices, and some which op si
erate to depreciate them. Now. n
if I adopt either, I should ofTend ai
against the other offender of c<
which 1 complain. It will be o1
idle to say that some improve, tc
that some raise the prices and g
some depreciate them, if we did tj

two. I think it is a simple one, si
perfectly clear. The test is to p
ascertain whether the combination n
of capital flourishes through gov
ernment aid or without it, for,
my friends, you must see that e
any industrial enterprise which u
dominates the market without j
aid from the government must do C(
so through cheapening the pro- w
duct, or as it is commonly called, ft
by underselling competitors. An a
industry which at one and the 0
same time reduces prices and n
swells its own profits must ac- sj
complish that result by increas- ^
ing the volume of its productions. f:
."On the other hand, an industry
which dominates the market b
by the favor of goverment, now o
direct or indirect; cannot, in the s<
nature of things, be forced to u
cheapen prices, because, if it ii
could dominate the market by si
underselling competitors in an o
open field without favor, it would
not need the government favor. r<
(Appl ause.) The interference of si
the government would be an si
injury and not a benefit to it. h

Mr. Cochran next turned about
ol
to consider the kind of combination
which dominates markets
"not through Goverment fayor

n- "Now, let us see what the objection
to that is. We are told

or must say, to begin with, that any
industrial organization that cheap,w
ens to me the cost of something I
tie need I regard as a benefit, and I
to cannot possibly bring myself to
ly quarrel with it. (Laughter.) It
i" does not destroy competition. It
!r- is the very product of competition.
I1(l Ladies and gentlemen, you caner
not have competition without
