LEASE OF LIFE.
They Have Again Heroine Aggressively
Active.
Reports from prisoners indicate
that the insurgents construe the
peace negotiations to mean that
the Americans have had enough
of fighting. The Filipinos are
also encouraged by the belief that
the Americans are preparing for
an interval of inactivity during
the wet season.
This period is sure to be followed
by much suffering. Thousands
of acres that were under cultivation
last ye;ir have not been
plowed this year, and the govern?.:n

feed thousands, just as it fed the
Cubans. Friendly natives, "amigos,"
continue to pour into the
American lines by land and river
routes, coming from the territory
of insurrection into the country
where the v passage of the two
armies has left no food, and practically
throwing themselves upon
the charity of their conquerors.
Such ablebodied men as are not
in the Filipino ranks have been
kept by the insurgent leaders to
dig trenches, and old men, women
and children form the mass of the
refugees. These are doing some
plowing, but they will be confronted
with hunger before they
can realize any subsistence from

the insurrection seemingly taking
a new lease on life. All along
the American lines the rebels are
showing more aggressive activity
in their guerilla style, than at
any time since the fall of Malalos.

outposts and they make life warm
for the American garrisons in

The bands of Gen. Luna and
Gen. Mascardo, which retreated
toward Tarlac when they feared
they would be caught between
Gen. MacArthur and Gen. Lawton,
have returned in force to
their old trenches around San
Fernando where there are daily
collisions.
Opposite our lines on the south
protecting Manila, all the way
around San Pedro Macati, the
Filipinos have three rows of
trenches most of the distance.

are passing, in which the competitive
economics of large production
drives capital inevitably to
seek the security of- combination,
abounds in those uncertain elements
which give opportunity for
the formation of immense fortunes.

continue until the transition is
fairly complete and the great industries

profit upon the capital employed
in the monopolized enterprises.
The speculative element in the
socalled "industrials" will have a
tendency to disappear as in the
case of the railroad systems; and
it may be'expected that there
will come about a gradual dill'u
sion of ownership in these great
enterprises through the investment
of the savings of the people
in their stocks and securities,
quite as in France, where the real
owners of most great undertakings
are working people and small
investors. It is altogether too
soon to say that the tendency to
the accumulation of great fortunes
will not be squarely offset
by other and even more potent
tendencies. The next census, in
so far as it may carry out a special
inquiry into the wealth of
the country, is not likely to find
that the past decade has put an
increased proportion of the national
wealth in the hands of the
millionaires. It has certainly
| produced the phenomenon of a
| larger number of multi-millionaireB.
But the advance in general
prosperity of more than
70,000,000 people easily counterbalances
the abnormal growth of
