progress in the past year, through
elimination of unsettled ques
tions which were liable to make
trouble between powers of fighting
rank. Spain, it is true, ii not
accounted one of the great powers,
but she has. in our century,
been military above all else. The
trial of issues between Spain and
the United iStates has undoubtedly
taken the West Indese out of
the realm of possible war makirig
disputes. Hut, for American oecu
pation, the 1'hilippins also might
sooner or later have led to a war
provoking scramble in which
Germany and Japan would have
participated. Among the very
greatest recent events making for
peace have been the agreements
which practically complete the
partition of Africa. First came
settlement of dilTerencea between
England and Germany as respects
southern and central Africa?a
notable triumph of honorable diplomacy.
And later came the understanding
worked out between
Lord Salisbury and M.Cambon in
settlement of the very serious differences
between Franco and
England respecting northern Africa.
Almost all of the great Sahara
region is now French 9o far
as English recognition can make
it. It is suggested that to make
this comprenensi ve agreement
between England and France the
better operative in tho future,
there ought at on.-e to he agreed
upon some plan for a commission
to arbitrate any differences that
might arise in the future in the
interpretation of the various features
of the settlement.? From

Though plain skirts have been

for the gowns for the coming
spiing and summer.
The long plain skirt, it is true,
is a mode which can never become
absolutely extinct, and no
style is capable of showing off the
beauty of the fabric to greater
advantage; but, gradually, as
thinner textiles become wearable,
flounces of some kind or other
will certainly greatly prevail.

of sheer goods are showing great
quantities of lace and ribbon used
as trimming. The bodies are
elaborately adorned with, both
these materials, and the skirts,
which follow the tight lines over
the hips, are all tlounced or
frilled.

are being made up into morning
or simple afternoon gowns, not
elaborate, yet very chic.
