in the Tondo district. One

were captured in one house.
Business is practically suspended
temporarily. The llimsy native
houses burned like tinder and
thousands of families are homeless.
Washington, Feb. 23.?Olficial
advices of the burning of three
portions of Manila were received
at the war department this morn
ing. Word was sent to General
Otis to rush the campaign against
the insurgents.
General Otis' report says a considerable
number of incendiaries
have been shot, and a few of our
voldiers wounded. The property
loss last night was probably halt
a million.

powerless, hut the spread in the
business sections was prevented.
Many natives were undoubtedly
burned to death, being penned
in by the American guard.

The closing hours of the legisla
ture were characterized by the
usual scenes. A handful of members
transacted the business,
though there were more members
present last night than is usual
on such occasions. Both houses
adjourned at 3 o'clock.
The was nothing to do as a rule
except to await on ti e engrossing
department and hear from conference
reports. There were many
such conferences, especially as to
the appropriation bill.
Mr. Winkler's resolution to
provide for a committee to prepare
amendments to the dispensary
law was killed.
The house and senate could not
agree on the bill in reference to
bonding members of th? board ot
control. The senate wanted the
premiums paid out pf the dispensary
profits, the argument being
that the salaries of the board were
too small to require them to pay
the premiums. The house adopt
ed an amendment requiring them
to pay the premiums out of their
own pockets. The bill was referred
to a committee of conference
which could not agree, so
the bill was killed.

It wan only introduced yesterday
and wag tacked on a bill having
no reference to the constabulary.
When the amendment came into
the house it was discussed at some
length and was finally rejected
bv a vote of 50 to 27. This, then,
leaves absolutely no new dispell
sary legislation tor this session,
except the palmetto tree bottle
hill.
In both the senate and the
house the customary resolution
of thanks to the officers and employees
and reporters were adopted.
