The (inances of the State are
Rtill in an unsatisfactory condition.
Kvery obligation of the
State has boen promptly met,
but, to do this, the State Treaa- J#
nror has overdrawn, for small
amounts, upon various "hanks in
which State funds have been deposited.
The State of South
Carolina should always he in a
position to meet current expenses
without the necessity of over- *
drafts upon hank. To do this it
is evident, that one of two things
will have to he done?either the
appropriation must be rut down
or the tax levy raised.
I'llOSl'll \TK INDUSTRY.
Only $2.'{.f>tV2.64 have been paid
during the year into the State
treasury from the pie sphato inin- ^
ing {industry. Mr. .lames Heid
is due the State $2,bG0 royalty on
phosphate rock which he has
mined. The Attorney General
has instituted proceedings against
him, and all of his persona' and
real property lias been attached.
The phosphate inspector estimates
the value of the property
attached to secure this debt at v, I
$4,000. KM'orts are being made
to force the matter to a speedy
settlement, ami as no disposition
has been shown to <|iiestion the
State's proceedings, if the estimate
as to the value of the propertv
attached is correct the[State
is not likely to lose anything.

the Confederate rolls. Col. John
I'.Thomas* 'on federate historian,
reports that the rolls have been
completed, but the history has
not been written.
