young women every year to aged
and decrepit veterans of the Civil
War who have only a short time
to live, and, in fact, a number of
death-bed marriages have been recorded
where tlie only possible
motive of the brides must have
been to qualify themselves to re
eeive pensions :?s soldiers' widows.
How far such .1 practice as this is
a violation of the orignal intent
of our pension legislation is clear
lv pointed out by Major Clark :
-The women who was the wife
ol a soldier in the Held during the
: Civil War sutiered untold anxiety,
and in many cases her life was
j one of constant struggle lor existence?especially
if she had
'j small children. If her husband
j lost his life in the service, or subsequently
incurred disabilities
1 therein, or died, her burden was
made still heavier. The intent
j of the law-makers in granting
pensions to soldiers' widows was
'to recompense them in some degree
for the anxieties. suffering,
and privations they had been
called upon to endure. At the
la-t session <>i Congress the prop
