The class of tax payers affected i by the act are merchants, who are by its terms required to make, special returns to the county auditors of their business accounts. To enforce this law, which i seems to have fallen into oblivion ' soon after its enactment, if indeed it was ever enforced, tleneral Kpton has prepared a circular letter to be sent out to all the county auditors, calling their attention to the act and requiring them to at once send in the nurn- j ber of merchants doin^ busme in their respective counties in or der that blanks in,iy be sent thein on which the merchants niay make their returns.
