W SCOTT tt BOWNK, Kew York. W BRYAN SCORES D1NGLBY. | Concluded from Second Page. ^ surplus can bo converted into greenbacks, and the greenbacks withheld from circulation, but if the surplus is used to purchase and retire Government bonds, the greenbacks will go intocireu i lation again. In other words, the greenbacks can only be kept in the Treasury by a contraction of the currency, unless bank notes increased as ranidlv no tha nr,.nn backs drawn in. Can Lock up all the Paper. It is true that when gold is exchanged for greenbacks the gold so paid out replaces the greenbacks in the circulation, but if bonds are issued for the purchase of gold the proceeds must lie idle in the Treasury if the revenues exceed the expenditures. If the Secretary of the Treasury continues to pay gold on demand and stands ready to replenish the gold reserve by bond issues, it will be possible for the national banks to lock up all the Government paper in the Treasury vaults, ^ making, if they so desire, a corresponding increase in the volume of national bank notes. The national hanks want to retire the greenbacks. The question is: Will thoy demand the passage of a law providing for the greenbacks, or will they use the power which they now have to lock tho greenbacks up in the Treasury and burn them after-> wards ? I'olirj- ill I?t. It is to be regretted that the Republicans do not announce their policy upon the currency question. There is no doubt that many of tho leading Republicans favor a retirement of the greenPersons who sympathize the ; alllicted will rejoice with 1>. K. Carr ot 1235 Harrison street, I Kansas City. He is an old suf-' I- ... * - ---- -- 1 win 111 ii mil in <11 uiv rut'ii mil- i ' tism, but has not heretofore been troubled in this climate. Last winter he went up into Wiscon- 1 sin, and in consequence has had ' another attack. "It came upon ] me again very acuto and severe," he said. "My joints swelled and i became inilamed ; sore to touch 1 9 or almost to look at. Upon the ' 4 urgent request of my mother-in- I law I tried Chamberlain's I'ain ( Halm to reduce the swelling and , ease the pain, and to my agreeable surprise, it did both. I have ( used three fifty-cent bottles and ( believe it to be thing for rheuma- < L tism, pains and swellings extant. 1 For Rale by J. F. Mackey <fe'Co., K. C. Hough i! Co., Lancaster, 8. C. backs, and the President's inaug- ei ural address hinted at that poli- tl cy, but there has been no formal e announcement of it. It would be b better if the people were advised o in advance of the policy to be ci pursued, so that they could be t? considering it; but it. has been f< the almost universal custom to u rush through, with limited debate ti and with as little public discus- w sion as possible, the measures li which are a part of the gold h standard policy. fi Air. Cleveland urged through b Congress the unconditional re- o peal of the Sherman law, although 1 n no party had advocated that measure before the people. Alter e the unconditional repeal had been tl secured he recommended the re-' n I tirement of greenbacks by an is- a sue of gold bonds. That, too, was tl a measure which was never dis-' rr cussed by the public. ' g From present indications the si ltepublicans intended to appoint ti a commission to consider the cur- ti rency question and then push u through if possible, a bill provid-1 n ing for the retirement of thelo greenbacks after a commission of tl "eminent financiers," selected for' tl . ' - - 1 me purpose, lias reported in favor t< of such a plan. c lljr Jolin J. IiikiiIIm. Atchison, Kan., May 10.?It is obvious that if the greenback ^ Treasury notes, silver certificates and other paper obligations of the o Government are to bo presented for redemption in gold, redeemed in gold, reissued and presented i( again for redemption in gold in- ^ definitely, it will be necessary to have surplus revenues in gold or sell more bonds for gold. ^ "There needs no ghost, my lord, j come from the grave, to tell us this." || As an economic proposition it ^ does not make much difference ^ whether the people are taxed to ^ obtain the surplus revenue or . c taxed to pay the bonds issued, to enable gamblers and brigands to plunder the nation by methods r that make Monte Carlo respectable. , si A Fatul Infirmity. ? it seems incredible that the ink c is yet upon a contract by which a President Cleveland transferred 0 the protection of the Treasury and the defence of the public credit to a foreign syndicate which r agreed, for a profit of $8,000,000,: ii to restrain their own depradatione j ! upon the gold reserve till the fol- J1 lowing October. Any private bn-! j siness conducted on such a scheme j 1 would consign its proprietor to n the bankruptcy court, the alms-''' house or the penitentiary, accord- ^ ing to the calibre of his lawyer or1 the disposition of the jury. The fatal infirmity of Mr. Ding- <>i lev's theory is his assumption j' that the Executive has the right'n to hold the Greenbacks 111 the !.' Treasury, either to exchange for < gold or for the purchase of bonds. " 1 ho greenbacks, limited to 1118,010, were intended as permanent and constant addition to tlie S1 legal tender currency of the conn- T try, and any policy which has for tl its object their temporary or final j * withdrawal is without warrant in law. tf Anothor defect in tho hypothe- .1 us of Mr. Dingley is his assertion 11 mat me retention of the greenbacks in the Treasury would not j? contract the currency because the K ;old for which they were ex-j" changed would enter into and bo- " ;ome a part of the circulating melium of the country. Everybody ' cnows to the contrary. <Jold Jot In Circulation, l'ractically gold is nevor in cir- i illation. It is not available in I le daily transactions of wagej arners because it is not suscepti- ! le of subdividing into coinage f small denominations. In plaid times of tranquil and confuted prosperity the people prefr paper and gold remains 111 nsougbt seclusion. When dis-' rust and apprehension prevails, hen credit is impaired and. con-1 dence shaken, then gold is i oarded, or transferred in bulk rotn kingdom to kingdom to be1 uried in the vaults of tlie Jews r to replenish the treasuries of lonarchs. The statement of Mr. Dingley mphasizos Ihe declaration.! cf' liose who framed the linancia! lank in the Sr. Louis platform tid of their Democratic allies liat "sound money" means ultilately the detriment of the reenbacks, the degradation of tandard silver money and the ransfer of the legal tender funeion to nold coin alone. The volme of the currency should have o more to say about the number f dollars to be issued than about lie number of hats t?? be made or lie number of bushels of wheat' :> be ground or the number of attle and hogs to be raised. Money DopnitU on Iliisint'ss. It should retain and assert such ower as would punish counteraits and insure security, but the mount of money should depend n the requirements of business nd not on the caprice of Conress, the edicts of rapacious synicates or the complaint vagaries f a renegade Secretary of the reasury. All the people of the United tates are reservedly in favor of onest money and the niainteance of public faith, credit and onor. Many of them believe in he principles of a tariff for reveue and for protection. Hut any neasure whose justification is tho ontraction of the cnrronev r\r rhich will reduce the price of tool, hides and other raw matelal by unrestrained competition nd increase the cost of coats and hoes by heavy duties on the manfactored product, will net be reeived with unmeasured enthusism by the Republican farmers f the Mississippi Valley.
