TE CARPET BAG IN PUERTO RICO
It is natural for the people of the
South to oppose bitterly the carpet,
bag government of Puerto L.co. They
knoy what the iajiquify is, bat it is
not the South aone that denounces the
.- rule of the carpet-baggers. The North
East and West are against it. Whal
could be stronger than this from the
Philadelphia Record:
. "So gross in its iniquity is this civi
governmentssheme that its advocatei
in the-kongedare not afford time anc
opportunity to its opponents to dis
cuss iti provisions. With the pretense
of conferring on the people of Port<
-Rico a losal legislature the bill can.
ningly deprives that body of every at
tribute of legislative power. There is
- -not an-act of fhe so-called 'house of
delegates' that is not made subject to
the- veto .of a -carpet-bag executive
council.- To this council is given ex
clusive control of all legislation con
cernipg the grant of franchise. and
- =pririlege3 on- the island, whether of
railroads, telegraphs or waterworks.
Ag'arbitrary minister of Charles II
would have been ashamed to send
over sictr a o arter for a New England
colony as this Toraker bill for the
. goverment of Porto Rico. Under
Spanish rule Ithe Puertoriquenos had
at least representation in the csriez al
Madrid, and some voice in the manage
ment of their own affairs. Instead of
- this modium of self-government the
bill-about to pass the house gives the
Puertoriquenos an Qexecative council
of strangers, -x;,h power to despoil
them of their dearest franchises and
privileges.
The plea is made, nowever, that
-President McKinley in the merciful
e=ercia of-.bis power will so cousti
tate the exeetive council of :Porto
Riesiat a majarity:of its members
will be natives of the island. It comes
to this,. then-that the only - defense of
the Portoriquenos against an .rbi
trary and iniquitous act of congress is
in the forbeirance and moderation of
'the executive.' President McKinley
may or he may not - resist the clamor
of his partisans for offce and spoils in
Porto Rico, and 'hemay or may vat
refrain from'-patting a majarity ojf
carpet-bag-gere.in control of the island
*through bis exeeutive -concil. But
if he should give -every seat in the
exeoutive council to a native of Porto
Rico the bill would still be a great
iniquity. As a as of putting
Ferie Rico under control of a junta
of sttrangers it .ia worse than any
carpet-bag device for ruling the south
era.statea during the gloomy perIod
of reconstruction."
Another thn uk is
th paev:- "j ich

stra,ction days. n
- THE reports as to the success of the A
-railroad operators' strike are so con- you
flicting-that it is impossible to decide
whether the strike is a success or not.
Lo.cally it- seert' to be a failure. We'
know nothing 'f the causes leading to
the strike. Natually people will syrn
pathise with tho operators, but they
* &should so conduct themselves as to
deserve sympathy. The destruction of
property will prejudice outsiders kidr
against the operators and the leaders
among them should counssi against the)

Farmers are getting along nicely
with their work. Most of them have
finished planting their upland corn.
Owing to the unfavorable weather
conditions which prevailed during the
latter part of March, they did not suc
ceed in getting in the usual acreage ef
March cern.
Corn of the earliest plaxting has
commenced to come up. The .cool
nights we are now having are, how
ever, very unfavorable for it.
Considerable land has been prepared
for cotton. Farmers here isteuded tc
commence planting this week, but
the recent rain prevented them from
doing so.
Gardening is progressing as well a.
could be expected, when we considet
the very unfavorab!e weather. Cab
bage, onions, peas, etc., are lookina
nicely.
Small grain is looking line; more of
it planted than usaal, espeeially
wheat.
Some of our farmers have plan,sd
their sorghum. We hope all wil
plant this valuable crop. We don't
think our farmerr have been carries
off their feet, so to speak, by the risf
in price of c,otton, but will devote
their usual aereage_to other crops.
