Whal could be stronger than this from the Philadelphia Record: . With the pretense of conferring on the people of Port< -Rico a losal legislature the bill can. ningly deprives that body of every at tribute of legislative power. The plea is made, nowever, that -President McKinley in the merciful e=ercia of-.bis power will so cousti tate the exeetive council of :Porto Riesiat a majarity:of its members will be natives of the island. It comes to this,. then-that the only - defense of the Portoriquenos against an .rbi trary and iniquitous act of congress is in the forbeirance and moderation of 'the executive.' President McKinley may or he may not - resist the clamor of his partisans for offce and spoils in Porto Rico, and 'hemay or may vat refrain from'-patting a majarity ojf carpet-bag-gere.in control of the island *through bis exeeutive -concil. But if he should give -every seat in the exeoutive council to a native of Porto Rico the bill would still be a great iniquity. Owing to the unfavorable weather conditions which prevailed during the latter part of March, they did not suc ceed in getting in the usual acreage ef March cern. Corn of the earliest plaxting has commenced to come up. The .cool nights we are now having are, how ever, very unfavorable for it. Considerable land has been prepared for cotton. Farmers here isteuded tc commence planting this week, but the recent rain prevented them from doing so. Gardening is progressing as well a. could be expected, when we considet the very unfavorab!e weather. Cab bage, onions, peas, etc., are lookina nicely. Small grain is looking line; more of it planted than usaal, espeeially wheat. Some of our farmers have plan,sd their sorghum. We hope all wil plant this valuable crop. We don't think our farmerr have been carries off their feet, so to speak, by the risf in price of c,otton, but will devote their usual aereage_to other crops. Uncle Pete Harrison, an old eolorec man 70 years old, died at his hom near here last Wednesday. He waa one of the best types of his race anc was well thought of by the whit( people.
