O, the 22nd day of July, 1861, the fHouse of Representatives at Wash ington passed the following: "Re soived, &c , that the present depaora ble civil war ba4 been ftrced npo)n Lhe country by the disuilonists of the Southera States now in revolt against the constitutional government atd in arms around the capital; that in this national emergency congress, banish ing all feelings of mere passion or re sentment, will recollect only its duty <o the whole country; that this war is n.t waged upon our part in any spirit of oppression, nor for any purpose of cot.quest or subjagation, nor purpose of overtbrowing or interfering with the rights of estab ished institutions of those states, but to defend and main tain the supremacy of the consttw aon and to preserve the union with all the dignity, equality and rights of the several states uninpaired; and that as soon as these objects are accomplisbcd, the war ought to cease.' Three days later the Senate passed a resolutioii in almost identically the same words. Tbisresolution has very much the same ring as the highly moral reEo lution passed by Congress at the be gInning of the Cuban war, in which it was declared that the United States intends only to give independence to the people of that island. Now on the 1st of January, 1863, Lincoln, forced by the war governors and other pestiferous extremists, signed the emancipation proclamation which attempted to free all negroes in the seceded states, and thus destroy the most !Anportant of those institu tions that the resolntion of 186-2 de lared should be maintained in all in (tegrity. Altogether we cannot promise our Cuban allies that they can put much trust in the protestations of Mr. Mc Kinley and his ilk. THEuilis a serious shortage ii the cattle "supply of the United States. MILES, chairman of the dis pensary board, has a young nephew who in the eye of Mr. Ouzta is skit tish. le is but seventeen and can't keep a ledger, but he does keep a paddle and paddles employes when they are bending over barrels. A little application of his own paddle might benefit this highly hilarious young man. Is it nossible that Germany, Russia and France propose to sit quietly down and let England seize the gold mines of the Transvaal? If any nation can corner that gold and dole it out to suit itself it will ibe in a position to lead all other states, and control the world. TuE most serious charge made by Mr. Oazts is that Mr. lilaselden boast ed that he bad paid off ten thousand dollars of debt since becoming a dis pensary official.
