SELL THE PHUILLIPINES.
The certainty that the United States
will have the dispo.al of the Philli
pine Islands is naturally causing a
great deal of discussion as to what
will be done with them. Already it
is to be seen that there is an element
among our so called statesr.en who
are in favor of holding the Phillipines
as United States territory. Such a
thing will be contrary to the whole
,enius of our Government, and we
oelieve the beginning of a very dan
gerous step. As suggested from dif
ferent sources the Monroe doctrine
will have to be abandoned if the
United States permanently retain these
islands. Europe can very properly
say that "you have acquired territory
on this side of the water, and now you
can not deny our right to take some
slices of territory on your side; shinney
on your own side or we shall strike
you." should the United States njd
the Pbi lipines as their own territo-y,
it will add to our already vast sea
coast, necessitating a large standing
army and a powerful nary. This
means another step towards a strong
centralized government, a tendency
aliready threatening dangers to the
Republic. It will mii the United
States with tha so called Eastern
question, and then it will net be with
Spain alone that we shall have to be
prepared to contend, but the whole
world, with the possible exception of
Great Britain, and she will use the
Phillipines as our possessions to drag
as into her quarrels with Russia and
other countries.
Then again once start this new de
parture of adding to our territory by
right of conquest, and the greed for
more land will increase. We shall
then want Portico Rico, and even
Cuba.
The homogenous government is the
strong and stable government. We
have enough hetroge.neity now, and
- we do iaot iwant *any Spanish subjects

to shield a criminal, we protest against
hold a preliminary in an alleged arson
case. Meyers has just come amongst
Us, and we know nothing of his ante
cedents, but if it is sought to charge
him with.arson the law provides a
way. Neither council or any legal
tribunal has the power to compel him
to testify under oath as was done the
other evening. Without la warrant hes
can not be arrested; and accused he
san not be compelled to testify in any
court. If there is evidence against
Meyers, let a warrant be taken out as
prescribed by law. It is often said
that there is no power not assumed by
a town council, but we believe that
this is the first instance where a man
has been summoned to attend an in
vestigation into a capital offense by
such a body.
Tu Cape Verde fleet, it is officially
announced, has landed at Cadiz. This
means that Spain will leave her West
Iundies possessions to the mercy of the
United States. It will b -no trouble
whatever to land itroops ?. '"ub' huow
because 'Spain h,. no ileet *o prevent
it. One theory is that Spain will send
her fleet to Manila and attack 1)ewey.
The so-called Cape Verde fleet would
be more than a match for the un
armored Asiatic squadron, but in the
meantime our government will ;see t o
it that Dewey is not taken by surprise.
TaE companies in Ca "p at Colum
bia have been thinned by the physi
cians, and there is an urgent demand
for recruits. Already a battalion is
wanted to proceed to Tampa, and it is
not ready to respond. Of course,
companies desire to preserve their
organization, but this can not be done.
Those who volunteer are supposed to
do so from patriotic motives, and there
should be no kick about maintaining
the company organizations.
EDITon GoKzaLEs, of tbe Columbia
State, has gone to Tampa to join the
regular army, and failing in that he
will join the Cuban army. Cuba has
no warmer friend than Mr. Goniz iles.
We hope Col. Alston will sncceed
in having the South Carolina troops
placed under General Lee. They will
feel better under a general named
Lee.

is in position to disturb her.

W. B. Stuart, an Atlanta Attorney, has a
Scheme to Revolutionize Journalism
in War.

W. B. Stuart, originally from South
Carolina, but at present a practicing
attorney of Atlanta, with law offices
in the city cours building, has devised
a scheme which, if successful, will
revolutionize journalism on the field of
battle.
Mr. Stuart ii also a telegrapher and
has worked twelve years in some of
the largest telegraph ofices in the
South.
Since the great naval battle between
the American and Spanish fleets at
.aanila, Mr. Stuart has carefully
watched the eagerness with which a
natriotic public had looked and looked
again for something definite from the
gallant commodore, Dewey, and his
aeet, and except through Spanish
sources they have looked in vain. He
saw the impatienc3 of mankind in
waiting until a dispatch boat could be
sent from Manila to Hong Kong, a
distance of about 600 miles, necessi
tating a three or four days' delay in
receiving Dewey's report, and he said,
"Can electricity be a failure? Have
we got the old stage-coach method of
conveying communications?" He
thought and thought again, and now
says he has solved the problem in such
a manner as will place. the battleships
in direct communication with the
shore, and the battlefields in direct
communication with the cities, hence
to the world. He says these engage
ments can ba reported by a system of
telegraphy something like the present
system of reporting base ball ga-nes in
detail direct from the hall parks. So
sanguine is Mr. Stuh. in his belief
that he can make a success of his
scheme he is now engaged in organiz
ing a company of 50 telegraphers to go
to Cuba an' demonstrate it.
When seen by a Journal reporter to
day, Mr. S:uart ,aid: "Yo-, it is true
that I am o:auiziog a c.rn<ny com
posed solely of telegraph-rs to go to
Caba. My idea is to relieve the anx
iety of mo:hers, sisters, daugters and
wives whi:e their loved ones are in
Onba fighting for their country by a
system of telegraphy direct from the
scene of b.tie that will enable us to
report in detail everything that trans
pires withcnt waiting a v eck perhaps
to learn the news. In this enlight
eued age there is a clamor for news
instanter i:. a crisis of this kind and I
hope to be ab!e to satisfy :he public
demand."
"Bat how wil! you acomiplish this?"
he was asked.
"In answer to that questian I prefer
to wait until I have placed my scheme
before the war department. Jast aR
soon as I have secured the requisite
number of telegraphers who will
accompany me I will ask my friend
Congressman Livingston to place the
matter before the war department in
Washington, and if unfavorable I shall
then ask the enterprising newspapers
to aid me in my venture to secure news
'when it is news.'"
Continuing, Mr. Stuart said:
"Already an electrical house has
agreed to' furnish one-third of the
material to be used gratis. It would
be surprising to tell you how cheap
such a scheme could be satisfactorily
conduce. If the war departmeup
turns down my scheme I shall then
ask that we. be allowed to accompany
the troops under the samre regulations
as fo esaes do not]
