A REURESENTATIVE of the Ne is and
Courier has interviewed members of
the convention of all factions for the
purpose of obtaining their views as
to the non-pcrti6an character of the
body. They are prac:ically utiani
mous in the open that the body has
labored earnestly to fra.me a good
constitution for everybody. So far
we think the convention has done very
satisfactorily, and it is gratifying, if
true, that Tillmanites and anti-Till
manites are never mentioned in the
Convention. We hope that good re
suits will come from the delibera
tions of the convention, and that it
will be the means of permanently
uniting our people, all working to
build up the State.
Tha'r is a god seetion of the report
of the committee o.n Legislative de
partmnent prohibiting a certa'in class
of ltgislation. Hereafter so much
time will not be conisumed by the
Goneral Assembly. in changing the
namesof persons; laying out, opening
and altering' roads; incorporatinig
municipalities, or changing an.t ex
tending their enarters; the adoption
of children, protecting game, and
other thihgs that can be very w.ll
covered by general laws. In the
absence of this kind of legislation,
which has become a great expense,
the work of the General Assembly
will be considerably reduced, It is
really surprising to look over our
statutes and find how greatly the
special acts outnu:nber the general
laws.
THE CONVEN TION.
The following synopsis of the pro
-ceedings of the Constitutional Con.
vetation gives the work of that body,
to the close of last week, not coutained
in the report published elsewbere:
The homestead provision called
forth a very animated and lengthy
discussion- this on motion of Mr.
Howell, of Colleton, to.strike out th'e
proYision that when a homestead
should be laid off it couli not be so:d
or mortgaged except by proceedings
In court, and then only for the pu--pose
-o~f investigating the money in another
homestead. Senator Tillman earnestl.y
opposed-the.motion t.o strike out. It
was.ear-ied by a -vote of 82 to 44
* eavng the homnestead to be sold or
mortgaged if the owner. so desires.
Some amendaients were put on the
new at ticle, but, as thus far adopted,
*it leaves the homestead provision sub
stantially as it is in the* present Con
stitution.
The article on penal, and charitable
institutions passed its tbird reading
being first amended by striking out
the provision for a State board of
charities and correction.
The-article on finance and taxation
catused long and earrest discussion.
Among the changes made in the tax
system now existing are theae: The
legislature~ is outhor:zed to levy a
graduated tax on incomes. The prop
rty of towns and cities, used for non
municipal purposes (such property as
stores and opera honses) is made sub
ject to.taxation.
There was a long fight over a propo
sition to lay a specific tax on dogs.
This motion was) defeated, hut there
is retained a provision that "the gen
eral assembly may impose a capitation
tax upon such domestic animals as
from their nature and habits are de
structive of other property."
Neither counties nor townships i-re
to be allowed to^issue bonds in aid .
railroads, and the legislature is pro
hibited fram giving buch authori;y-.
The fiscal y-ear is mide to commence
on the l;t of January.
