Vinson, J\il \ineo, who moved from White Ok to Texas several years ago, died at her home in Sherman, Texas, on the 1:eh of this month. Mrs. Vinson left a li-.bmnd and eight children to mourn her losa. The deceased was a sister of Messrs. James A. and.Calvin Brice. She was about fifty-two yeari of 1e. 1hr health h-d been bad for several years, sufferiog from pulmonary trouble. The members of this family to which Mrs. Vinson belonged numbered thir teen, only four of whom remain. This commu-1ity svmpathizet with the hus band and mothrless children. The first real work of the <.onven ion was done on Monday. The mat ter of holding elections f zr public of fics only once in four years was dii cussed and killed. When section 9 (on amendments) was reached, Mr. George Johnstone argued that the term impeachment might be misunderstood without say ing "indgmnent of impeachment." Mr. Ragsdale said when the section was considered closely there was real!y nothing in the matter. Hie entered upon the mannier of the construction of such terms. When a man is im peached he must be suspended from his ffice by th:e very act of impeach ment. The disability provided for caried the plain, ireasonable implica ton that it wonld ensna from the con nznation1 of the impeachmeDt and not from the accusation preliminary, or intended to be preliminary to im petment. Senator Tillman inquired whetber thr was not a committee On this mat ter of impachment, and thought it cold be relied on to define the mean ing of the word.I In secion 1lithe convention struck a knot. It is in relation to pardons and' provides for a board of pardons. Mr. T. L. Rogers offered an amendment intended to make the action of the board of pardons final instead of leav ing its adopti>mn or rejection optional with the governor. Mr. Efird oppored the motion, and took the position that the governor shold be able to act independently of the board of pardons; that the board of pardons was only intended to re lieve the governor of onerous duties in ordinary cases, but in extraordinary cases the governer shou!d be allowed o t as ha eaw fit. M. Ratsdale supported Mr. Efird in a vigorous speech. Mr. Sheppard moved to amend by substituting the at torney general for the comptroller general as a member of the board. Mr Efird said the committee had carefully considered that matter, and ad omitted the attorney general be ause he is a prosecutinag officer, andi might as a member of the board of pardons be cal:ed on to pass upon a capital case in which be had already prosecuted and secured conviction. A conmit tee wai appointed to s->licit.bids for a location. Several ot our moit pro gres;ive cites made 'iberal offeri, but it was finally determined to accept the hamllsomne and valuable property of fered by Columbia and locate the or phanage in our fair capital city. The pr,perty given by Columbia consists of a large tract of Ya!uab!e land with a fine brick residence of fearteen rooms on it, one mile south east of the city. This property is easily worth twelve or fifteen thousand dollars, and is in every way well suited for an orphanage. At a recent meeting of the board of managers, the executive committee, composed of Rev. A. J. Stokes, R. L. Coleman and L. D. Childs, were in structed to proceed at once to put the building and premises in readiness for occa; ancy.
