for personal use shallI be disregarded.
Under the decisioni, that p irt of ti e
Dispensary law which authoriz s
constables to seize liquor shipped from
other States or foreign countries is
declared unce mstitution~al and in vio
lation of the inter-Sae commerce
laws. Judge Simsosons says that he
does not intend ths ' h s order shall
protect "blin !!tiger.,'' but that the
burden of showing whether or not the
liquor is for private use is on the con
stables and not the. consignee. It is
e leir that whenever a constable seizes
liquor, shipped from other states he
must be careful to have some pi etty
strong proof that it is not for personal
use, otherwise he will find h-mself in
jail. This is the law of this District,
and if Governor Evans will act like a
sensible man and re'peet it as the law,
ha will do much toward- being eng to
his aid a strong maral support in the
suppression of "blind :igers." The
truth is the administrations should have
recogniaed long ago the right of a citizen
to order liquor for his own use, and
If it hadl been done, people would have
quietly acquiesced in the Dispensary
law.

themselves of the opportunity by
inivitation to witness the closing exer
cises of Mt. Olivet school on the naight
of the 2Jth. The visitors from towns

McCants, T. H. Ketchin, Arthur
Hinnant, his t wo sihters, and the re

Mr. T. H. Ketchin kindly tendered
the reporter a seat and we arived at
the home of Mr. F. A. Neil about sun
down. Supper was awaiting us and
wss despatched in short~order. This
was our first opp nstuni!.y to meet Mrs.
Neil, for on our previous visits to Mr
Neils' house there was n' Mrs. Neil.
In company with our host and hostess
we proceeded, to the school house.
The exercises were about ready to
commence when we arrived.
The first piece was "welcome," by
seven girls, each one reciting a piec>,
and at the conclusion each turned a
placard bearing a letter. Tha first a

which spe:l the word welcome were

The "Counting Eggs" was a very
musing incident; the old negro seller
epresented was asking questions

He first spoke of his appreciation of
he opportunity of speaking on such

Next he spoke of education-its true
ature and worth. He remarked that
ur school days are the water-sheds of
ur characters. After this he took up
e subject of tbinkir~g and explained
rhat it is to tbink. He said that
inking is measuring and that in order
o think correctly we must have some
:nown standard by which to measure
ur thought. He' then spoke of the
ase that is necessary in order that our
hinking be correct.
His whole argument was directed to
be children but it proved to be inte
esing and instructive, not-only to the
hidren but to all present interested
tthe subject of education.'
After Mr. McCants concluded his
emat ks, Mr. Hinnant made a farewell
ddress to the pupils and patrons and
a a few well chosen remarks thanked
hem for their attention and hospitality
o him as teacher.
The exercises then dlo-ed and our
arty divided, some spending the
right while .thers returned home.
