It i ted that a small negro child was oked to death by another child, it there is a suspicion that the child spected of the murder is not the :r in the crime. Habenicht and seized some .er, which was sent to the State pensary in Columbia. It was imed that the cider was non-alco lie and application was made for its urn, which was refused. We are heartily in sympathy with .lr. Keitt in his advancement of common schools. The letter is addressed to the School Commissioner of our county and at his request we cheerfully publish i: My Dear Sir: At the last meeting of 5 the ' State Teachers' Association in Spartanburg, a department of school commissiotiers was organized. Its objects are to bring the school commis sioners of the State into closer touch; to discuss such subjects as pertain to > the interests of common school educa tion; to work in harmony with the State Superintendent of Education in bringing about such changes as are needful, and to arouse the country teachers to a professional interest in their work. Our first mnceting was a success, and we hope and expect t.o have a full meet ing this year. Let me urge you to be present, and beg of yon that you i duce as many teachers as you can to be present also. LHart Merriam, chief of the divi-on of ornithology of the Agri cultvral Degartment, has just made a report on the results of his examina tion of tie contents of the stomachs of hawks, owls, crows, blackbirds, and other Nomrth Amemricani birds that are supposed to he the enemies of farmers. He shows that the popular notions about hawks and birks, for the slaugh of which many States gave bounties, are altoge'her err'oneous. Ninety-five per cent of their food was found to be field mice, grasshoppers, crickets, etc., which were inin imel y more i njutriouis to farm crops than thbey. The charge against crows is that they eat corn and destm'oy eggs, poultry, and wild birds. Examination shows that they eat noxious insects and destructive animals, and that although 25 per cent of their food is corn, it is mostly waste corn picked up in the fall anad winter. With regard to eggs, it was found that the shells were eaten to a very limited e.xtent for the lime. Crows eat also ants, beetles, cater pillars, bugs, flies, grubs, etc., which do much damage. Be it enacted and ordained by the Intendant and Wardens of the'town of Winnsboro in Council met and by the autho~ity of the same: IThat the grazing of cows on the streets of Winosboro shall be lawful, except as hereinafter provided. Prodided, That grazing shall not be permitted on Congress Street, nor on East Washington Street, nor on Zion Street north of East Washington. Prodided, furher, That each cow shall be securely haltered and held w bile grazing, and that the grazing of cows shall only be permitted between the hours of 6 A. M. and 6 P. M. Provided, further, That any one of fending against the provisions of this Urdinance shall be fined twenty-five cents for each and every offence. That all Ordinances and parts of Ordinances inconsistent with this Or dinance be and the same are hereby repealed.
