W. D. DOUGLASS, Editor. JAs. Q. DAvis, Treasurer. W. J. ELLioTr, Business Manager. WINNSBORO, S. C. Tuesday, May 28, ;189 What Do You Say I We invite every Democrat in the county who will agree to the following to send as his name en a postal card: That delegates to the Constitutional Convention shall be nominated in a primary election, in which all white men shal !e entitled to vote who shall tak-- an oath to support the nominees at the general election; that t wo man agers shall be selected fron one fac tion, one manager and clerk from the other faction, and that no vote shall be c'unted that does not contain the names of two Reformersland two Con servatives, and all candidates shall file a pledge to abide the resnlt and no vote shall be counted unless such a pledge has been filed. Can't we get one thousand white voters in Fairfield county to agree to this proposition? If it meets your I approval send na your name and ask your friends to do the same. W.E have. no desire to enter into a controversy with Maj Woodward about his objections to the propositioni made by THE NEWS AND HERALD. We fail utterly to see how it conflicts or is in any way inconsistent with the action of the '-Forty" Convention, 1 but, as we see it, is directly in line a with the "Forty" plan. If with con servatives as a part of the managers and a rule that "n-> vote shall be t counted which does not contain the J names of two Reformers and two Con- ~ servatives," equal division is not as sured, then we had better give it up. s I] Mr. Carlisle thinks that the free and. unlimited coinage of silver at the ratio e of 16 to 1 would at onice establish t silver monometallism, pure and siinple, !f because the coins of the over-valued metal would drive the other out of c circulation an I out of the country, u even if the legal ratio varies but a a small fraction from the commercial ratio. How long then wonuld the i $g5,00,000 of gold remain in this country? The banking and other C great finaacial ins itutiona would sell - their gold at Jarge premiumas for a silver-about two dollars for one h dollar-or exchange it in the markets a for silver bullion at the ratio of about e0 * 32 pounds of silver for 1 pound of -c gold, and then have the 32 pounds of ;, silver coined into dolars at the ex- a pense of the people, andl with this ~ cheap money pay the demands of their depositors and other creditors. The masses of the people cannot do this - because they have no gold nor have - they any silver bullion to be coined by the government. But it is said the masses of the people are in debt, and free coinage of silver would increase prices aid give tnore tmoney. "The merit," says Mr. Carlisle, "of this argutwent will be judged by each indi vidua! accordmng to the natwe oaf his obligat one." If he think< it right and honest to discharge his debts in a .new standard wo: th only half a< much as the money he borrowed thetn it i u~ele s to discuss the question with hin. But if it is true that the 1m mediate effect of the proposed silv- r coin ige wou d be to constract the curr ney to the extent of S62.->,000,003, by the withdrawal of mlh.t am isut of guI I as already shown, p. ices wou'td not even nominally advance. The prices of all things will )e nominally increased, that is to say, t will require a great number of lolars to purchase a given amount of ily commodity than before. This in !eazes lie- prices of ;hings you buy L- well as the things you seP. If, ierefore, the farmer or planter re :eives a grea'er number of dollars for iis prod wIes, h will pay a correi.o! lently greater number of dollars for is agricultural implements, for his :lothiug and f&r everything he purch ises. OPPOSES A PRIITRY. Want3 Each Faction Select Its Own Candi dates. Mr. Editor: I sincerely ipe that no roodly number of the straightou t fac ;ien will commit themselves to the Irby primary by writing favorable re ;ponses to' the proposition in your aper. As I understand the situation, we are alrealy committed to a plan nade at the late convention of the Forty, and I think are in honor b'und ,o carry out our part of the contract. [t is no excuse to say we don't think the other side intend carrying out their part of the comp.ict. It is our duty to give them full opportunity and make )ur comments and pla-is only after failure. It will be a revelation to me if such men as Kirkland, Fin!ey, Timmerman nd the others we met there, cannot be depended upon to do what they olemnly promised. Bv- resolution dopted at that meeting, white su premacy by fair and constitutional means was to be secured, an equal, so far as practicable-representation of oth factions was Ipromised, and dele Yates were to go untrammelled by pledges, and working committees con 4sting of one from each fac'ion were ippointed for each county and were upected to go to work invnediately in he furtherance of the plan The scheme proposed in TuE NEWS UD IIERAED takes for granted that he above has failed and proposes mother plan which fails in two ma :erial points to equal the advantages dready secured. The plan to divide elegates was to be a State scheme, not or counties. where such agreements uld be made, and secondly, it was iot obligatory t-> choose delegates by rimary, but this was to be left to the Lrrangement of the counties. There Lre therefore two objections to your >an, first, we give up something even >efore we are asked, and second, you >ropose to commit us to a primary, yhen it is well known that 500 at least, f the best white people ot' the county, iave determined to vote at no more 'illman primaries But you say we ~re to have equal representation on he board of managers, 'oy which I uderstand we are to have two sharp ~illmanites and a couple of pudding ead Straightouts who can be swindled ut of the election as has happened efore if rumors are correct. I be eve our people might be induced to o0 into a primary-that is most of em-if an equal division is guaran ed all over the State, but your plan eprives us of the position from which o manmavre for so desirable an end. t does more, it destroys dicipline, and ngenders a spirit of discord - and un erainty in our own ranks. We have straightout clubs her e which bould be consulted and are certainly iore easily reached than are our itizens in the haphazard way of ostals. But how are nomenations to be made not at a primary? The straightouts an call a convention and select their ivo to be run at the general election, ie Tillmanites can go into a primary they choose, and uneither party will ave dissatisfaction. In conclusion I nly insist upon what has been agreed pon by both parties, there is certainly othing unreasonable nor unusual in is, and if either party fails to come time let the responsibility rest where belongs. I am not opposed to peace and reconl iation. As is weil known I opposed easares in the beginning which I resaw would bring about the present uhappy condition of our people. I ave written for reconciliation time ud again. I spoke for reconciliation a the stump, I have practiced reconl liation in my daily contact with ilmanites, and I earnestly and >nestly des:re it now, but I wish tor peace other than "reigned in War a," and we have the opporttuniiy of ~tting it if we p:'ve ourselves worthy the occasion offered us.
