WINNSBORO, S. C.
Tuesday, August 29. 1899
Wi.: fear that a great deal of damage
has been done the crops, especially
cotton that is open. by the fearful
wind and rain storm which began
about 10 o'clock Sunday night and
continued nearly all day Monday.
'The damage to property is hard to es
tirnate, fences are down, timber
damaged, and in many instances
dwellings seriously injured. n'hat
with the money panic and the very
low price of cotton, the situation is
anything but hopeful, and outr people
more than ever will turn their eyes to
Congress to do something to relieve
them. Congress should at least repeal
the tax on State banks, and put us in a
position so that we may hellp (,iurselves.
WE are glad to knov that our col
ored peop:e are following the example
of the white people in organizing an
agricultural society for the purpose of
holding an institute. They should
content themselves with a beginning
on a small scale. They can hardly
hope to do more this year thati form a
nucleus. Many of them are very
prosperous farmers, and the more
thrifty and successful among them
should lend their aid and encourage
ment to the effort. We feel sure that
their white friends will encourage
them all they can. Really, .t- is no
reason why a success should not I. e
made of the undertaking, and much
practical good result to the colored
far-mers iln such an organization.
llowEVER hard the windi may biow,
newspape's are ex'tectd to comne to
their readers just as usual. Today's
issue of THE NEws AND ihERALD is one
of the most difficult that we have had
to get out. Pedestrians not only fountd
it difficult and unp'easant to m ve'
fr-om place to place on Monday, but
frequently a severe wind would come
* as unexpectedly as a 'stroke of light
ning and almost take thlem offtheir feet.
Business was practicaliy suspended,.
merchants didn't get down to their
stores until late, lawyers found it hard
to find their way to their offices.
nobody knew any nlews, and in tact
nothing could be seen but trees st rewu
or bending to the groundI~, the rasin
pouting and the wind blowing as
though in its angry fur-y it would sweep
our little village awa~y.- In such a
plight was THiE NEWS A~ND hERALD
r-eportorial force founad on Monday
morning. The editorial fo.rce fared no
better. The wind. beat as hard against
it as anything else, it- being threatened
several times on its road to the sanctum
with a threat to sen~d it to join the
wronaants wvho ascended never to re
tutln again. The thought was no't
pleasant. We believe that aniy bod'
ought to be assimilated to any atmos
pher-e of their- kind, tlhe n im!y apeakers
in Congress should be.
THlE FINANCIAL SITUATION.
Messr-s. Edilors: Being somewhat
physically indisposed at this time, I
will endeavor to notice some of the
movements that are being made by our
political chess players. We arec evi
dently under-going tihe greatest flitn
cial depression - country has
ex ' incethe days of her- or
Etnization as a nation. We have had
temporary financial trouble which did
not last long and only effected a few
money centres and1 was rsoon overcome
by the aid of the moneyed power-, but
__this panic is so far-reaching that not
only the money powers, but the com
mercial, manufacturing, mining and
all industrial interests ar-e feeling its
great weight. There is something
wrong somewhere, and a cause for
this condition of affairs more than or
dinary too. It cannot be on account
of the scarcity of monev, for I am
constrained toi believe tha't ther-e is as
much money as there ever was, for
the imports of gold about balances the
exports and our silver and paper eut
rency is still in the countr-y. So it is
nto scarcity of the root ~of all evil.
Well, what is it? I am constrained to
believe there is a lack of " ficdeace on
the part of the me ieyed powers, pro
duced by the rc ;-olut' marv- acts on the
part of the Stats which is'designed to
gr-ind down capital by placing it under
the control of a few men knownt as a
boar-d, who has tile right to place any
assessment on corporations thtat they
see proper, and enlfor-Ce the collection
of the same. I believe our ownt State
is playing a full hand in the "ame by
her refotrm syst em of lgsain
We will notice anoltr casn fo
this lack ottfldence. It is the unl
due irfluenice thtat the Alliance is
exerting over the mnayses I 'f the peop!e
in making demands that tney know or~
5hould kutow at least is uncottstitutional
Highest of aU in Leavening rov
They have waged a war on espiial,
and have iid thidr plans to capture
the same, and those n ho have hereto
fore sent thi.ir money into the State
have becoiie alarmed, and jtily so
too; and now thev i refer keeping it in
hand until this crisis is ended. .Now
it i. not my desire to unjustly critlicise
the Alliance, for its fundamental
principles are goad: and h-.d they
adhered to them and carried them out
our country would have felt its whole
some efl'ects. But they suftered thein
selves to be loaded down by p\Aitica1
demagogues who wanted office and
saw that was their only chance, and
they now hLve succeeded in a large
mueasure in tilling all the seats in our
leg islative biodies, who are enjoyig
the fruits of office and saying to the
wool hats. "plow on, 1) ys, all il
well."
The end i- nit vet, jutging from the
resolutions pased by the Co mnty and
Sta'e Alliane.-. They will not in the
fitiure support any man for dilice who
who will not endure thet*r deuands.
