The EdgeiloId Monitor says in sub - stance that Capt..Tillman, in order t< mako out a case against the presenl government, placos the apprdpriatioi for the State House among the oxtrav aganos of the powers that be. While this Increases ,he cost of governmental expenses, surely no one will say that this Is an unnecessary work, or that it Is money wrung from the people by burdensome taxation. It is a most necessary work, and If many othei charges made against the government as.to extravagance were .shown up it would be soon that most of the charges - have just such foundations. If taho can be reduced without niaterially effecting the government it should be done. - We think it unjust, however, tc chargo the government with extrava" gance in such a matter as the Statc House. Other instances of a sinila nature could be mentioned, which, while they. really increase expenses, are of the greatest importance to the State materially or otherwise. There. is no man who can object tc reduced taxation, as Chairman Till man announces it, but there are cer tain enterprises which ought to be carried on-onterprises which although they cost money will ullimnately rosnlt in bonofit to the State. The govern ment, like everytling else, ought to be progressive, as in farmintg or any other undertaking. As wO move forward in progress expenses will also ml")vo in like proportion. Whatever, therefore, results in tho benefit of the whole State ought not to be charged to extravagance. The Monitor puts It wisely inl a well taken sinlie As well might ho include in his yearly fiarm expenses the cost of a . steam engine and comparo the ex penses of' that year with those of the preyious year and assume that the in crease indicated recklessness and ex . . travagance on his part, when really 11and i )oilnt of fact the uncrease was the resul. of' a wise and niecessairv ex poniiture. T1hio increased ex pensos of the State governmmenat, wvhich Mr. T1ili mua; cries out so,inustily against, are * The It$)uid1ana Oonvention. In connection with Alger, it is said that lhe is making an efl'ort to capture thu Southern delegates. Ills * phlotograp)hs are being generally dis tributed among the negroes of the -Mouth. It is said that 8traker, thie negro lawyer, whoi appeared be fore the South Carolina Convention and sp)oke in favor of Alger, received $3,500 for his services, wvhich, howv ever, was sceomingly unsuccessfull. The: large majority of theo delegatos fromi this State are colored, ahit they art naturally for Sherman, but any marl who opens his barrel for themi will gel their votes. Whloever miay secure th< prize wvill in all probability receive a' emplty honor. The Republican parIy is in no shia p0 to make a strong fight. Aside from their opposition to (hc .reductioni of the tarifl' they are divided amonagst themselves, while the Demo. crats ore united. and enthusiastic, Nothing that the Convention mnay de - villI.lessen) the l)rosIects of Demo cratie sunecess. *Ti ado All JItit.
