THE NEWS AND HERALD. WINNSIORO, S. C. 1'. 21. )niV t:, J.~~~ i,D YB 'ROPItIETORS. Ji. Q. DAVIS, P. M. -fRIOE, a : t I Editor Thursday, April 19, : : 1888, AT the Augusta Exposition, to bc held on the 17th of November, a prize of $1,000 will be given for the best county exhibit of products of agrioul ture, horticulture and forestry and the - products of domestic skill and indus try. A prize of $500 will be given for the second best exhibit of the same nature. IIero would be a good chance for Fah'flold to practically show to th( world ' what she is and what she can do. Won't the Board of Trade take some steps to have a county exhibit at the exposition? It will cost little and may do a vast amount of good. Extent the ltoad. From a communication froln "Citi zen" the advantages of extending the Rockton Railroad to this place will bc seen. We can add nothing to the statements made by "Citizen." All the advantages to the quarry company, the town and the county will be abun dantly verified should the scheme b( carried out. We hope the citizel will take this matter under considera. tion and act promptly upon it. "Citi zen" gives the advantages to be had We agree with hhn and do not thinli any one can disagree. If these thing( are true let the citizens of Winnsbor< take action in the matter and bring th( road to Winnsboro. If it is brough here it will in no dout>t form a link ii the Wadesboro, Wlminnsboro & Camnal Railroad. The Board of Trade could very Well take this matter into con sideration. New Secietary or state. On Tuesday the Governor appointe Col. J. Q. Marshall Secretary of State to fill the vacancy caused by the deatl of Col. Lietner. A special to TiH.: NEws AN) IIERAALL states that the appointment was un. sought by Col. Marshall, but that hi record was good enough to warrant tho Governor in making it. Col. Mar shall is a young man and a practicing attorney of Columbia. Ho is a mati of marked executive ability. Whor the Columbia Artillery Company waf at its lowest ebb Col. Marshall wal appointed Captain, and by his laboi and ability ho brought it forward at one of the best in the State. Who1 the Democracy of Richland was ver loosely organized Col. Marshall wu elected chairaman, and by his indefa tigable zeal and industry he soon ha, one of t,he strongest organizations I the State. lIe wvas several years ag app)oint -Colonel of the Palmetto lleg moent. We are aure the appointment wi meet the approbation of the Doeme cracy of' this county. Congressman S. S. Cox has intr duced a bill In the llouse to inicream the salaries of p)ostal clerks In ti emp~loyment of the Government. i Position of postal clerik is one of tI most responsible under the Gover: muent, their wvorkc is by all 0(1(11 hardest and their pay is the leas Their salaries now range anywhie between $800 to 61,300 per annur Every p)iece of mail matter placecd the postoffices, excep)t in the oflices large cities, passes through the hands. Millions of' (dollars are ani n ally devoted to their care, and it is striking fact that out of one thousam eases tried in thme Courts last year fI offenses againmst tihe postal laws on eight of these cases were against pc tal clerks. This record speaks v< uimes for their honesty and integrit We are accustomed to walk tot postofflce at our' leisure and get o mail. But do we ever think of vast amount of labor and vexathi that is expenmded1 for our b)enefit? In 1885, there wer~e 4,512 posl clerks. They handled 4,964,(173,5 pieces of mail matter, which was c. riod over 121,032 miles of road. T1 aunnual average run for each clerk n 40,107 miles or 110 mniles each (lay. In view of tis vast amount of lal: We think It but justico to p)ostal cei to receive a larger compensation. The Objections Urnanswered. The Greenville Newe, speaking g orally of those papers which are posed to a primary, says that th~ theory can be maintained only oni ground that the people are too Iga rant or too vicious to be trusted wi the selection of officers who lay ta: and handle their money and exee their laws. Referring to the p)ositioni taken THEi NEWS AND .IERlAJID In the mal of nominating Solicitors, in p)artl Jar, the News makes the somne ciha against us, The News says: (THE NEWS AND) IfriRALD) evidet iloes not belieenh 1)001n10iam trusted to choose an officer who will do his duty to friend and foe alike. If we believed as our Winnsboro con temporary really appears to belovo, we would come out squarely for a king and a fixed arristocracy constitn ting a House of Lords and Indopen dent of popular fooling and will." We do not propose to be the spokes man of those papers in the State which oppose the primary plan of selecting candidates for State, Judicial and Congressional oficers. But we can say, that so far as we have yet soon there 13 not a single journal opposing the primary which has over said either by words or inference that the people were "too ignorant" or "too vicious" to select candidates for office. Speaking for ourselves, we challenge the News to point us to one single sentence appearing in this paper, which by words or inference can be construed as a reflection upon the general intelli gence of the people. We believe the people abundantly intelligent enough to select their candidates, and we have never urged the contrary as an argu ment against the primary, neither have we said, nor do we believe, that a king and a fixed aristocracy consti tuling a House of Lords independent of the popular will-the proper thing. We have brought objections against the primary, and we stick to them, which have nothing to do with the intelligence or ignorance of the people. These objections briefly are as follows: That the majority or minority plans, either of which is adopted, are objec. tionable; that the standards for voting are different in different counties which would place certain counties at a disadvantage in selection of candi i dates; that elections would be too frequent if the majority plan is adopt t ed, and too unsatisfactory if the plu rality plan prevails. These have been the principal objections besides others of minor consideration. Can the News point out to us in any I of these objections where we say the people are too Ignorant to select their candidates or where even by inference we ought to come out squarely for a king or a fixed aristocracy? The objections noted above have not yet been answered by the News. Charges that we and other papers consider the people "too ignorant" or "too vicious" do not wipe them away. Let tiie News "come out squarely" and answer the objections. lluoklen's Arnica Salvo.
