THE NEWS AND.ERALD WINNSOtO, S. L. . P. PIU .TOR. .1. Q. nA vrs, P,. M. I1tIOE, : : t Editor TUFMDAY, APRtIL 17, a s. s 1888. Wm. X. Leitner. The many trienils of Col. Wim. Z. Leitner in Fairfield will be pained to learn of his death. The following telegram was received on Sunday: CoLUMBIA, S. C., April 15, 1888. To TuE NEWS AND HERALD: Secre tary Leitner died suddenly this morn ing. Ile had been in good health, but 1 complained somewhat last night of a pain in his arm. This morning he was i reclining on a couch before dressing 1 for church. Ills wife had stopped into another room, and when she returned found him prostrate-dead. IIeart disease was the cause. Ills death wase unexpected. IIe had been pronounced sount and Insured recently. U. M. D. Col. Leitner was about fifty-nine years of age. lie was born and reared about four miles from Winnsboro. at the place now owned by Mrs. N. K. Rabb, and was educated chiefly at the I Baptist Institution near- her home. After graduating in the South Carolina College ip the class of '49 with Judge C. II. Simonton, Col. D. Wyatt Aiken and Gen. Jas. Connor and many other men of mark, he studied law and practiced several years in Winnsboro. Hle was Lieutenant-Colonel of the Twenty-ilfth Regiment, South Caro- t lina Militia, of which Hugh Miller was Colonel and Jas. II. Rion was Major. Col. Leltner married Miss Dunlap, of Camden, and moved to that place 1 about 1858, and lived and practiced his profession there until his election as t Secretary of State in 1886. 1 IIe served gallantly in the Conled erate army as t;aptain of a Kershaw I company, and lost a leg in the Mary land campaign, and wouldlhave been left in the enemy's hands but for his fortitude in submitting to i drive in an ambulance of about forty miles a few days after the amputation of his leg. There was no more warm-hearted or generous man than Col. Zach. Leit ner, at his friends called him. Ills love for old Fairfield and the friends of his youth always burned brightly and he lost no occasion of manifesting ( his friendship to his old friends or to their children. Many of us were but yesterday anticipating the pleasure of having h1i1h with us on a festive occa- I sion, which is to come off next week, but nov we shall sadly miss his lo quent words and the kindly grasp of his hand. ( Throughout his lifec Col. Leitner t wvas a devout Christian and a faithful e member of the Methodist church. n What Itailroads Will 1)o, It seemns to us almost unnecessary C to at present give to the people of - *Winnsboro and the county any argu lment to show the p)aramounlt necessity ' of having more railroad facilities. This11 is patent to every cit izen of the - county. A ne0w railroad will inerease } the population and infuse a more en- 0 terprising life in the people. One objection urged against a new railroad is that that railroads will ini crease the number of trading poinits and thereby decrease the trade of Winnsboro. In answer to this, and in the ab 801nc0 o: any statistics, we ;would re for to towns in other parts of the State, which would be pleased to have half a dozen roads running into their limits, and which are making strenu ous efrorts to obtain others. We think these things sufficiently i showv that railroads never decrease the prosperity of any town, but onm the C contrary always add to it. Spartan burg, while it already has three roads, wants another. Greenville, with sev- ~ eral roads centreing there, wants an other. Laurenms wants more. Through out the State we find the same cry for ( more railroads. Winneboro can't remain behinld. She must take a front position if she. wishes to prosper. Them Wadesboro, Winnsboro & Canmak Railroad is in contemptation. Let Winnsboro and Fairfld be upl and doinig and make it 4 a success. IJLYTI IVaooD Dora. Since our last r'eport we have been visited by floods of rain and tile farm ing interests have suffered consldera- I bly .thereby, but theo weather is no0W fair and lovely, and the farmers have gone to work M'ithm a vim to regain the loss time. We hope their labors will be crowned with abundant success, and that they may have a flithful year of peace and plenty. The fruit crop in this section will be very near a failure, tihe greatest por tion of it was killed early ini the sea son,* and the small quantity that re mains will probably fall off' obe very dlefective should it remain upon thme trees until it matures.. There will be services at the new church on Sunday, the 22d inst. teber aed a fow daye o,ater atufbrin j ntens y for a yeldaysprev o Sto he t :t, Th poliI Jo l mill down here is n6w boginhing to grind and if you have mny candidates that you can conve uiently spare a day or two send them down and they can get grinding done promptly and with perfect safety, for we have just issued a proclamation making it a misdemeanor, punishable by both fine and imprisonment, for mny man, woman or child, after this late, to fire a gun dt random, or to foll a tree, or to be caught with a yard log upon their premises without first lving at least three days' notice of lnair intention of the same. Nominations are now quite prevalent tnd we rise to a point of order and nominate the Hon. Henry A. Gaillard for Congress from the Fourth Con gressional District. Col. Gaillard is a [urle and conservative statesman, and in Congress he would make a record :o be long remembered, and one the sounty of Fairfield, and indeed the whole district, would be proud to )w '.
