THE Macon Telegraph prints a capi tal cartoon representing the position of the Atlanta Constitution on the Prohi. bition question. The point of the pc. ture is that one of the editors f the Constitution is shown iu the .et of dis tributing Ice water, while the other is handing around "Bourbon" whiskey, to the crowd. The cartoon is intend ed to indicate, we suppose, that our Atlanta contemporary is somewhat "groggy" on the temperance question, and makes the case very Flain. All that is wanted now is for another member of the Constitution staff to pass around the sugar, and the combi nation will be complete.- News and Courier. 8oME years ago an eminent New Yorker said, "the next great move of the monopolies will be to unload the telegraph lines on the government." Democratic success has postponed but has not altered this fixed purpose. There are strong indications that an attempt Is now to be made to carry it out by taking advantage of the public indignation at the advance of teic graphic rates that has resulted from the recont consolidation. Articles are appearing in many quarters which argue that the public would be vastly benefitted by "cost service" under government charge, and assume that all hope of relief through private competition Is at an end. The object of this concerted move is so well con cealed that even many who write in its favor, are ignorant of the design. But, in view of the well-informed predic tion to which we have referred, the entire strategy of the monopolists is easily discerned. It is plain also that that the George plank on this subject was part of the game. The people will consider the matter with jealous care before they favor greater concen tration of power over business and tha transmission of Intelligence in the hands of the federal -government to suit the finances of Mr. Gould or the theories of Mr. George.-New Yorkc Star. .Replying to our argument against the law that makes incompetent wit nesses, the Columbia Record says: That the denial of the right to tes tify ls also a part or the penalty -affi xed to the ofienso, and it is none too severe. We may be permitted, therefore, to say once more th~at this is not alto gether correct. Under 'the law, as it now stands, the defendant in criminal cases may testify in his own behalf, regardless of disabilities. The en-. abling statutes recognize no such thing as incompetency. At least this is the judicial view. Again, our contemporary says: The cases in which the existing pro vision of the law operates harshly are very rare. This loose statement might natu rally have been expected from the thoughtless, but we are certainly sur How often does the Solicitor have his most material witness blownm up with a record of former conviction? How often does the lawyer, with a merito rious cause to sustain, find that his opponent has an unjust advantage of him hero? Does our contemporary really think the instances rare? We think niot ; but in any event, let it be sufficient for us to reply that the thing should not happen at all. is it not perfectly manifest that the law in im posing this so-called penalty lays it necessarily on innocent third parties? But why we ask, should such a pen alty as this be laid even upon a do fendant himself? When one has been convicted of any given offense and has served out his term of prisonment; when he is then permitted to go forth again into the world presumably a sadder and wiser man, is it the part of justice to close the doors of the Courts against him, to place him where others may forever afterwards oppress him with impunity? If such a penally is necessary to the law's vin dication, then we say that there is surely some radical vIce In the consti tution of things.
