'THE NEWS AND HERALD. WINNSBORO, B. C. SATURDAY. December 92. : I 1888.1 .mo. S. nx yxOLDS, CGAS. A. DOUGLASS,) EDroOS. ON the 22nd of February the national Democratic executive committee nects in Washington to select the lime and place fbr holding the national conven tion. 'IT is now stated that Jefferson Davis's book has not been a financial success. Ile has beet invited to make a lecturing tour in the Northern States, but lie declines. MississiPI has thirteen colored men in the House of eproesentatives and one in the Senate. This is about four teen more negro legislators than can be exhibited by any Republican State. A PRIOMINENT Pennsylvania Prohi bitionist says that Mr. 13aino's letter proposing to divide the whiskey tax among the States has alienated from him the support of the temperance people of that State as a candidate for the Presidenc-. GENERAL, LONGSTRE.KT is quoted as saying that there is no Republican party in the South, and that the only chance of there ever being such a par ty is to carry Virginia. Ile thinks that if the Republicans fail to carry Virginia at the next election "the last chance of the Republicans in the South will be lost." EXECUTIONS as conducted by the Choctaw Nation, in Indiai Territory, are a blood.curdIing spectacle. The dooined man is seated on a blanket, one of his hanids held by the sheriff and the other by a deputy. Another deputy, five paces away, then shoots the condemned through the heart, nising a navy revolver. SPEAKINO of the efibrts nade to in duec the interposition of the United States Government in behalf of O'Don nell, the Greenville News very appro priately asks: "What right has the government that hanged Mrs. Surratt and Captain Wirz to talk about th6 cruelty and injustice of anybody else, anyhow?" A BROOKLYN church refused to ac ccpt one man as pastor because lie was an eloquent man, "a second Beecher;" but took another, who was accused of having been recently discovered steal ing one of Spurgeon's sermons. As the pastor's salary is only $900 a year, tihe "secondi Beecher" p~robably is not very envious of the second-handl Spur geoni. ocratic politicians in WVashinigton seems to be that the national Democratic con vention wvill be held in the West, with the chances in favor' of Chicago, which is working hard for it. The friends of St. Louis, Louisville and Indiainapolis are moving for their towns, ifChcg should not be decided upon, Louisville will stand~ the next best chance. Some of the easterin Democrats ar~e wor'kiing for Saratoga. TH'iE popuhlr notiou of Texas is that of' a State where most men (lie with their boots on, and1( thamt where there arc more people unzder the ground than on it. Yet at only one session of the ltecordecr's Court in Fort Worth, Texas, recently, two men 1 were tilled $25 each for selling liquor on Sunday; three were fined $5 each for being drunk ; two $5 for assault. and bat te ry ; two $5 for disturbing the peace; three $5 for cur'sing; onc( $5 for gambling ; 0onc $30 for carrying a pis tel; andl only (one maii, who was accus ed of gambling, was acqluittedi. CO nim.o-rrE Observer: "We thbought so. The Philadelphia P'ress, which, by thle way, niever' lets an opportuniity escape to strike the South, in comn inenting upon01 thle imiiicipal elect ion in Chuarlestonm, (1uotes thme News andI Covurier's remark that 'there have bceen very few elections like it any wher~e,' and adds 'very few, indeed, outside of llussia.' Of course everybody under(31 stands thle linnuendlo in this lainguage, brief as it is. Anmd yet Ih PwJress as an initellIigem joiir urna kiiew thait the ticket electedl was eindorsed betibe th le dc tioin by men otf altl prnt ies, whiute and black, and~ was so satisfactory to the taxpayvers of that city thamt no ticket was nit oppo1)sitioni to it. limit they watto lie amid iiothilng ini tile world is going to prievenit thema from lying about the South." TimiE DANG ins OF PuIonimnrroN.-Th'le laws of~ this State already go as far as it is safe to go, ini the directioni of pro hibitinig the sale of spirituous Iiiquors. No such liquo1rs can be0 sold outside of the incorporated cities, towns and vil lages. In those cities, townms aiid vil lages, suchi sale can be prohilbited, If a mlajority of the votes cast at a sp>ecial election held for the purpose shall be in favor of p~rohilbitionl. This is as far, wve think, as legislation shlouldi go. it is hard of course to resist the request of a county that the sale of liquor shall be absolutely prohiibited there, but it will prove to be safer ini the long run, we are confideiit, to limit action in the dlirectioni of prohibitioni to the present statutes, lincluin~iig the local optionm law. Whlil~e there Is a stroiig and healthful feeling in the State in favor of rep~ressing iinteimperance amnd limit lng the opportunity for indulging in intoxicating beverages, it must not be forgotteni that a very large body of temperance people1 are opposed to re strictive legislation; and that the Log islature, by goIng much farther In the diretion of proi bition, may introduce the liquor questioii iinto State politics. We ned not say what the result of that would be. .-.Ncmm and C'orme. ANNUAL REFOT Of the County Treasurer of Faireld County, Hhowing Amounts Paid Out from November 1, 1ss,,to wovena. ber 1, 1888.
