WASHINGToN, Dec. 7.-Roprosentative
Buckner, of Missouri, stated to an Anerican
Press reporter that he had a convorsation
with Speaker Carlisle and was informed that
the speaker had mado a list of tho now mem
bers of the house, which ho had placed in the
hands of frionds for the purpose of ascer
taining the strong business points of the new
mon, that good judgmont may be exercised
in the formation of the committees, and that
Speaker Carlisle said that he did not think it
possible for lihm to announce the connnittos
before week after next, just before the holi
day recess.
The Kentucky delogation is urging the
speaker to place Joe Blackburn at the head
of the connittoo on appropriations and it is
said the matter is being mado a porsonal ono
by the entiro delegation. Tho speaker had
determined to give the position to Mr. Ran
dall, but the Kentucky nenbers say it would
be of ill grace for him to do so under the cir
cunstancos. They say that when Mr. Ran
dall was spealcor four years ago ho ignored
Me. Blackburn anid rofused to do anythilig
of consequenco for the delegation as a wholo;
that Mr. Blackbarn exerted his best efforts
for the election of Carlisle, and that it
would be moro than ungrateful if Carlisle
new passed over Blackburn to honor Randall,
his opponont. Carlisle is said to have talcon
the question under serious considoration.
The joint resolution introduced by Senator
Laphan in relation to the veto power pro
poses the following amendment to article 1
of tho constitution:
"If any bill is presented to the president,
containing items of appropriations of money,
he nay object to one or moro of the provi
slons of such bill while approving of the re
mainder of its provisions. In such caso ho
shall append to the bill, at the time of sign
ing it, a statement of the provisions to which
he objects, and lie shall transmit to the house
in which the bill originated a copy of such
objection, and the provisions so objected to
shall be separately considered. On discus
sion, if one or imore such provisiois be ap
provod by two thirds of the memnbrs of each
house, the samo shall be part of the law, not
withstanding the objuction of the president.
All the provisions of those sections relating
to bills not approved by the president sh1all
apply in cases in which ho shall withhold his
approval fron any provision or provisions
contained in a bill containing appropriations
of R11oiy."

and many of them will not be back until
