THE NEWS AND HERALD. WINNSBORO, S. C. TUESDAY. December 11. a : a 1888. 1 NO. s. R.NYNOL DR. CUAB. 4. DovGLA88, .rrITOS. RENEGADE SP!'ER has WOI 11o1e of his expected glory in Columbia, and the pompous Georgian had better pack up his "duds" and board the C. C. & A. R. R. for Georgia. THE legal arguments of Colonel Youmans and Attorney-General Miles before the United States Circuit Court In Columbia last week, would have done credit to Petigru and Legar6. Two of the North Carolina delega tion voted for Randall in tile Demo cratic caucus on tile 1st lust. -Messrs: Dowd and Scales. Tillman, Dowd, Dibble and Scales in tile same boat? Tim New York Herald speaking of tile Democratic wisdoin it tile election Carlisle says: "Tile Republicans call not conceal their uineasiness at tile un expected action of their opponents ill preferring Mr. Carlisle to Mr. Randall for the Speakership. They are raising alarm cries all over the country. Mr. Carlisle, they say, is a free trader, a Southerner and Heaven knows what. When a political party gets to the end of tile rope, so to speak-when it has 110 longer the people's interests at heart, but aims only to retain power for tIle selfish ends of its leaders-then it resorts to such intimidating mletbods as the Republicans are now using. Tile Democrats ought to take courage from tile extremity to which tile Re publicans are evidently reduced. They need ask no better proof that ill the election of Carlisle they have struck tle rigit track than is furnished theim in tile foolish outcries of tile Republi calls. It will be the fault of Demo cratic timidity if tile ridiculous pre telnec of a "Solid South" against a "Solid North" makes the least head way. Such a false issue callnot live if tile Democrats are only attentive to the people's wants and calmly insist o01 the true issue." GENERAL MCCInAI)Y Of Charleston has introduced a resolution in the House of Represenltatives, proposing all amendment to tile Constitution, ill creasing tile number of the judges of tile State Supreme Court to four, which would be one judge additional to the court, as it is now constituted. That some1 stch allllOndment should be - n.'n,,. onj~1 of tionled by any one, bilt if anyl inlcreaso is to be made, wvould it not be better, allut would not tile plurposes of thle amnendmlent be more eff'etually accoml plishled by an increase to five inlstead of four? With tile less nlumber', four, it is nIot only plossible within manly inlstances hlighlly pr'obabie, thalt the courlt will be equally dlividIed onl ques0 tionls raisedl andL discuissed before it? Withl five suchl difllculty would be avoided, anld it wvould alwvays be ena bled to renlder its decisionis lby a lma jority vote of tile court. Besides, flve judges are nlone too manly to Perform tile arduotts dulties inceident to tile overcr'owdled calendlar' of tihe cour't. Th'Iis ineasure, amlendced or no0t, wvil be brought to thec attenition ot' tile Genleral Assembly at its presenlt ses sionl, and disposed of ill seome shlape or' form. Sayings and Doings of Prominent Persons in Washington. The Kentucky Delegationts choice for 03tairnan of the Cominnttee on Appropriations-Tho Nev Officers, WASHINGToN, Dec. 7.-Roprosentative Buckner, of Missouri, stated to an Anerican Press reporter that he had a convorsation with Speaker Carlisle and was informed that the speaker had mado a list of tho now mem bers of the house, which ho had placed in the hands of frionds for the purpose of ascer taining the strong business points of the new mon, that good judgmont may be exercised in the formation of the committees, and that Speaker Carlisle said that he did not think it possible for lihm to announce the connnittos before week after next, just before the holi day recess. The Kentucky delogation is urging the speaker to place Joe Blackburn at the head of the connittoo on appropriations and it is said the matter is being mado a porsonal ono by the entiro delegation. Tho speaker had determined to give the position to Mr. Ran dall, but the Kentucky nenbers say it would be of ill grace for him to do so under the cir cunstancos. They say that when Mr. Ran dall was spealcor four years ago ho ignored Me. Blackburn anid rofused to do anythilig of consequenco for the delegation as a wholo; that Mr. Blackbarn exerted his best efforts for the election of Carlisle, and that it would be moro than ungrateful if Carlisle new passed over Blackburn to honor Randall, his opponont. Carlisle is said to have talcon the question under serious considoration. The joint resolution introduced by Senator Laphan in relation to the veto power pro poses the following amendment to article 1 of tho constitution: "If any bill is presented to the president, containing items of appropriations of money, he nay object to one or moro of the provi slons of such bill while approving of the re mainder of its provisions. In such caso ho shall append to the bill, at the time of sign ing it, a statement of the provisions to which he objects, and lie shall transmit to the house in which the bill originated a copy of such objection, and the provisions so objected to shall be separately considered. On discus sion, if one or imore such provisiois be ap provod by two thirds of the memnbrs of each house, the samo shall be part of the law, not withstanding the objuction of the president. All the provisions of those sections relating to bills not approved by the president sh1all apply in cases in which ho shall withhold his approval fron any provision or provisions contained in a bill containing appropriations of R11oiy." Rlopresentativo King, of Louisiana, has preparedi a bill which provides that the com pomantion of women in the governmont de partinonts shall bo the same as that of mon for a similar grado of work. The sergeant at arns wias besieged by members who wanted money and balances of accounts. The oficeors of the clerk and doorkeeper were also crowded by the den oeratic members who wanted to know when they could designate men for positioiis. The ollicers are going slow in filling positions, and but few appointments will be mado until Monday. Clerk Clark says ho has upwards of 500 applications for about thirty live po sitions. A very largo number of northern members of congress of both parties have gone homae, and many of them will not be back until after- the holidays. Mr-. Both candi dates claim to have been sold out by their- al leged friends. Their position is a very un pleasant one and may lead to a conflict in the house after- the speaker has announcedl the conmnittees.
