ant subject, and the public may rca- t
sonably expect much light and valua
ble information troi his diligent and
searching investigations. In the com
munication above alluded to, he gives
at length the difl'erent sections of the
General Statutes, touching o1)01n the
silbject, and claiming with reason t.htl
the division of responsibility between
so many oflicer"s, and the inade'qiite
penaltica for violations of duty, are in

tire system fatally defective, and
would warrant radical legislation by
the General Assembly at its earliest
