Virtually the power of the Chief of,
the Third Section over the liberty of
the Rtussinms was even more absolute
than thamt of the Czar, for the ilatter
could not do harm to anybody but
thriugh the Third Section,'which used

myself wvitnessed: At midnight the

As a rule, the Czar's gemndarmies did

are civilized to that extent; butt they
