Massachusetts raises, in one way or

vards; until South Carolina is1 reached

and a half. It is absurd to talk about

It can easily be seen that some chil
dren must. be deprived of eduIcatiomial

increased. No one exp1ets South
Carolina to do as mtceh as New York

prevent any burden, and yet to per
mit a benefit. Pairents, shall your
children be educated? If so, local
taxation is the cheapest way to do it.
A mill on the dollar is only one dollar
