A Word to Charleston.
A corresponlden1t of the Register has
iuterviewed both ('aptainl ('ourtenav
and Mayor Sale on the Charleston
election. Each of the candidates is
absolutely certain of success with a
fair nomnination. Mayor Sale, how
ever. intimates that if he have reason
to suspect un1Ifairness in the uonmina
tion he will not abide by it. If the
- n iiiuntions are properly mnade no
charge of fraud can be made. Let a
convention be called to adopt a
stringent rule for primariwe. Let
these provide that all Democrats shall
be enrolled; that. no one shall be
registered who cannot. prove that he
voted the straight Democratic ticket
at the last election; that every enroll
ed Democrat shall vote at his own
club or ward precinct, and that Ie
shall swear to support the nomina
tions. A nton-compliancme with anyv
oif these requirenments shal11 forfeit the
right to vote. It' these rules are
strietly carr'ied out, whoever is de
feated will be compelled to take a
back seat without a murmur. If' any
tampering with the party ls practised,
serious consequences wi1ll result. No
eli(que should be permit ted t.o exercise
atny undue advantage. Let the Citv
E~xeenttve Committee call a convenm
tion immedIately, and let thaut con
Venttion, f'esh n'om the people, dr'aft
tIme constitution. When that is imade
every one must abIde by It, without
reference to which side it happetns to
favor.
It mnay be by some deemed Implerti
mnt for outside parties to interfere in
a Charleston c'Ity eletoin. lBut whten
it Is remembered that Charlestont
sends1 two senators and seventeen
rep)resenltatives to thle Legislature,
whose votes miay in the fliture decide
the comiplexion of thatt body, and that
the city controls the county, it wiill be
seen that the State Democracy wvould
be vcry' derelict if they suff'ered the
Charleston Dcmocracy to go to pieces
without indulging in some very p)laint
talk about it. The State is not willing
to fall lnto thei hands of Radicalism or
InldepCtendetism, juLst to gratify the
personal ambition of a few muon.
