A good many of our farmers are holding their cotton in anticipation of a ris in the price by spring. Ex-Governor Boilham, railroad com missioner, has opened correspondence with the coipmissioners of other States for the purpose of acquainting himself thoroughly with the practical operation of railroad laws in their departments. TYPE Fon SATK.-We ofner for sale two hundred pounds long primer type -that with which the outside of Tun NEwS AND HERALD is now printed. This tj-pe is in excellent condition, and is only abandoned because we wish to change the style of our type. We offer it at the low price of twenty cents per pound for the lot; smaller quan tities in proportion. THE ScHooL MEETIN.-It is hoped that there will be0 a full attendance of citizens at the school meeting this morning. The schools of' Winnsboro have got the start of other institutions, and it rests with the people to decide whether they will continue their pres ent statuis. To educate a hundred and seventy-five white scholars and about the same numnber of colored ones requires a large Ruin of money even on the cheapest terms. The Peabody trustees will extend liberal aid to the schools here if the citizens show equal liberality. If not, other schools will get ahead, and the Peabody fund will go elsewhere. It is to be hoped that all who are interested in the school will attend, ComHrssIONERS OF PuosrIArTus. Governor Simpson has appointed Gen, John Bratton, Col. J. D, Pope and Col. Zimmerman Dayvis Commis sioners of Phosphates. Their duties are defined by law as follows: SECTION 1, That the commissioners of the sinkinug fund be authorized to sell at public or p)rivate sale all the lands remaining unsold of this date, except such lands covered with water and marshes as may be situate in that p ortion of the State in which are found phosphate rocks or phiosphatic deposits, purchased for the State by the land commission, on such terms and in such parcels as in their judg ment shall be for the best interest of the State. SEC. 2. The .commissioners of the sinking fund shall apply the flunds arising from said sales, together with amounts received from sales hereto fore made, whether already collected or to be collected, to the extinguish.. ment of the public debt, by investing the same in such unquestioneble bonds and stocks of the State as thef' may deem best for the interests of the State. THEGI OREENII.I. MIL,ITARY INfSTR. TUTE.-We have received a prospectus ef this school from its principal, Capt. J. B. ratrick. Captain Patrick, who is so well known as an instructor at the State Military Academy, has for years been successfully engaged in teachinigin Greenville. He has leased the mansion and grounds of the Rev. J. P. Boyce, and now opens a military school, with Lieutenants H. Y. Cook and Philip P. Mazyok, both experi enced instmgotora, . assistants. He Professors Judson and Furman and the Reve. E1lison Capers and J. C. Hiden. The curriculum is full and thorough, and expenses moderate, being $115 for twenty weeks.
