WINNSUORO, S. C. MIURSDAY, *rANU7ARr 9, 187V. A. XNANS DA viS, SPITO1t. JNo. A. RrNOLDf. ASSOCIAru EfDrit. Mr. Memminger Declines. 11r. Memmnniger addresses a note to the News and Courier itt reference to his being named by Blaine as a person who could tell the investi gating committee about the "outrages" in Charleston at the election. Mr. MIemminger very coolly and neatly masticates the public prosecutor from Maine, as follows: CHARLESTOX, 8. C., Dec. 30, 1878. To the Editor of .the New. and Courier: Senator Blaine's confidence. must have been sadly abused when he pat my name among the Witnesses to prove fraud in the recent election, as published In your paper of this morning. I ha'd not returned from my summer resideu-:e in the moun talus when the election took place, and I had been there all the summer, so that I know no more of the election than Mr. Blaine himself does. If you think it worth while to havo my name removed from his list, ploAse say what y.u think best. Respectfully yours, C. G. AIMINNGHon. Blaine will therefore have to de pend on Campbell, Mackey, Sam Lee, Swalls and Sinalls, all def6ated candi dates, for proof of the outrages. The committee has at last got money and wilU proceed shortly to New Orleans to commence investiga tions. Prematurely Elate4. The Abbeville Medium id unduly elated over the decision of the Bond Court. The opinions 'of Judges Thomson and Aldrich do not touch the real issue, while the former in timates that Judge Hudson'a position may be that of the Supreme Court. An analagous case Is this. John Smith, having a son about whnse legitimacy doubts exist, goes before the Legislature and has a legitimizhig act passed, as is. often done. Then old Smith dies and a wrangle ensues over his property. After much squiabbling a referee is appointed to decide the legitimacy of Smith, Jr. The referee claims that he was ap pointed.to see only whether Smith is legitimate a. born in wedlock, and deeldes that M' was not' so born. TheredpQg a.lo%ting and throwing up of hats "comes from tho other claimants,.who b0ast that they have "gi*en "a.: staggeiing blow to the bloated Smfith.. - After' the referee makes 4kepoit, Smith liauls down a oopy of e. acts of the Legislattre, and reads the statute, by virtue of which his legitimacy exists, and the Court, without more ado, gives him a verdict. Then the other side feel sorry that they had expended so much vital force and oxygen in premature rejoicing, and they put on their hats and go home thinking that maybe the bloated Smith has got them after all. Let us hear from the Supreme Court before we get too happy. Resumption. The United States wont to sleep on Tuesday night with paper money in its vault and awoke on Wednesday morning with Its pockets stuff'ed.with gold and silver. That is, the law said that everybody must have gold and silver to begin the new year with, and it presumed that a law abiding people faithfully obeyed its require ments. On Wednesday for the first time since 1862 every creditor had the right to demand gold or silver in payment of his desmands, and to seize the unfortunate by the throat and shake him until what fewv greenbacks were in his pocket might be churned into fresh yellow "gilt-edged" coin. The gratifying announcement was made that the treasury at Washing ton began resumption with two hun dred millions of gold and silver. No part of this two hundred millions has found its way down into these parts, and the National Bank note and. Greenback have full sway. Creditors' are too glad to get anything that looks like money to higgie about specie. It is thought that resumption will be of fected without any trouble, that green backs will he held at par, as they are more convenient than coin, and that national bank notes being redeemable In greenbacks will have equal value. Resumption is said to be a p)artial inflation, inasmuch as It unlocks the gold that has heretofore been me~rely an article of merchandise without Phrying any part in the currency of the country, Besides the Influenice of resumption on the material interests of the coun try, It will have considera, ble ofreet on our politics. It It prove a success, Greenhackcism will die, and the supremacy of hard money being es tablished, the Dembowrate wll have to nominate someo Eastern man, Bayard for istancea .. It resumption fails, Greenbackism wml h bama ant,=ad the West will secure a soft money candidate. In our ol)iniol, it is much better, as a piece of policy, to seek alliance with Neiv York, New Jersey and Couilecticut than to run after Western gods. The present year will do much to solve the political problem of 1880. The Scientific American savs un slacked lime compressed into car tridges, or used loosely, aid well stamped down in the hole, uing water or other liquid to sa urate and expand it, is now proposed for use in firing coal minecs. It in clailied that the advantages to be gained from i: use are coioimy in the productioi of coal; making less sla-k thtn using ordinars blasting powder: lives il colliers'are in less danger; the break lng or shattering of coal hack of the charge, which is especially character istic of gunpowper, is avoided, and the quality of the quality of the atmos phere is t ther improved by its use than otherwise. It is stated in the London Times that Dr. Boll hits di!covered that the phenomenon of vision is a case of veritable photography, and that. subse quently Dr, lhune bar discovered the organ by which a purple pigment in the last retinal laver of the eves is regularly deposit&. Without i'n any way discrediting these discoveries the Athencoun calls attention to a passage lin a paper by Sir John Herschel, printed in the Roval Society's "Trans actions" In 1812,' in whicli he stated, drawing conclusions from some re markable photographic effects which he was then studying, that the pie noinenon of vision was of photograph ic origin, the images of external ob jects being printed by the solas seys on the retina or the ch6roid coat of the eye.
