GREENVILLE COTTON buyers are in a state of indignation over some horri bly falsely packed bales of cotton. Falae packing is a stupid practice, as the offender is always detected, even if the bale has to get to Liverpool before discovery. Instances have been recorded of grindstones, stones, sanded cotton, and even a piece of board from the screw, that had been inadvertently packed in, being re turned from England at the expense of the producer. IN MAKINO OUT a list of Christmas charities, Mrs. A. T. Stewart included three Hebrew Benevolent Societies of New York, and her agent, Judge Hilton, notified the officials that they could get the money by applying to him for It. The members, however, refused to accept the money, as they have not forgotten Judge 11ilton's order preventing persons of their rAce from stopping at the Stewart Hotel in Saratoga. They have made up among themselves the amount they refused to take from Mrs. Stewart. Public opinion is divided as to the propriety of the course pursued. The Iron Clau Jurors' Oath. In 1871, Congress repealed tne act requiring Federal jurors to take the test oath. In some way, however, the coditiers of the laws put it in the Revised Statutes, and Congress thus inadvertently re-ceacted it. Senator Bek endeavored to have the obnoxi ous act repealed, but the Repuhlican Senators postponed the matter until. after the Christmas recess. The ie quirement of this oath prevents almost all Southern whites from acting as jurors, and the Radicals evident.y mean, if possible, to pack the jurie; wider its provisions. Not to abolish the law at once is a flagrant outrage. It ham, however, long since become useless to expect decency or Justice from the Radical majority. The Boua curt. The decision of the Bond Court does not amount to much in settling the question' whether the disputed conzolidaixn bonds are a binding obligation on the State. Judge Thomson makes a lengthy argument in his decision to show that the Court is, by the terms of-tfe a-ct creating it, confined to deciding, not whether the bonds arq valid, but on ly whether they (erive any validity through the bonds for which they were exchang ed. In other words, the Court is not to decide who struck Billy Patterson, but merely whether 'Tom Collins did it. This makes a vast ditYerence. Everybody is agreed that the original bonds, being issued or hypothecated wvithiout sanction of law, the hypothe cation taking p)lace after the expira tion of the limit prescribed, were fraudulent and invalid. But the imi portant question is whlether the act providing for consolidation was a compromise and cured all pre-existing defects, and whether the con.colida tion bonds are valid simply by virtue of the act creating them without re ference to any other circumstance. This is what the peoplo generally thought the Court was constituted to: decide. But after an expenditure of. several thousand dollars, and coil siderable time, the Court pretty con clusivoly shows that it was intended to do lie such thing; and it sends the parties to the Supreme Court for a decision on the general issue. As far as it goes, JTudge Thomison's decision is convincing. It quotes from Governor Scott's message to showv that the world had notice of' the frauds, and adduces the fearful depre ciation of the bonds ill the New York market to show that tile buyers had received this notice. Tile Bond Court has decided nothing, andl tile question will have to be argued all over before the Supreme Court. Judge Hudl(son's dissenting opinion that the bonds are valid has not been published. We should be glad to se e it. BOUTI CAROLINA N.EWS7. A tramp named Thomas Garvin committed suicide In Charleston last week by taking arsenic. The Bank of Marion Is to be removed to Asheville, N. C., in consequence of the usury law p)assed by the last Leg islature. The revenue officials have been at work in Abbevillo county, and have recently made several seizures and ar rests. Mr. Aaron Vandiver, a highly ro. apectable and prominent eitzen of Anderson county, died recently, at the ripe age ofecighty-seveni years. Jeff Davids, the alleged lnurder of theo Firanklhs, In Abhivlife eounty, who was sentenced to ho hanged last ing Governor to the 11th of April next. Lancaster has a model farmer who ruised tenl bales of cotton, weighliig five hundred pounds each, on eleven acres of land. Adjutant-General Moise has ordered all the troops in Sumter, white and colored, to parade for inspection and review on the 27th inst. It is rumored in Abbeville that Tom Tolbert, ex-treasurer of that county, was waylaid last on Wednesday night near the court house, by a party of negroes, and seriously shot. The two yIung gentlemen from this State who recently fought a dul in Mecklenburg count', N. C., are to be indicted. So says the Charlotte Ob gerlver. The d welling of Mr. Nathan Hilbern, in Abbeville county, was burned Friday before last. Mr. and Mrs. Hilbern were away from home at the time and nothing was saved. It is sup posed that an incendiary had applied the torch. Col. D. 0. Hawthorn, of Due West, hab made a successful experiment with the cultivation of jute, and has sent his fiest bale to Charleston. This proves the practicability of growing this crop, and opens up an entirely new and remunerative industry to our farmers. A meeting in the interest of the Li berian Exodus Association was held last week at Anderson. Tle mneeting was compozed of thirteen negroes. about one-half of whon were from the country, the others beingignorant and worthless vagabonds of the town. The dwelling of Mr. John B. Pat terson, on Rocky River, in Abbeville county, was burned by incendiaries haqt Sunday night. Mr. Patterson and his family v were away fron home at the time ofrthe fire, aid the destruction was coiplete. Several parties have beel arrested. on suspicion of complici ty in the burning. The Senate, in executive session last Friday night, rejected the appoint ment by the Acting Gtovernor of T. W. Russell and W. H. H11ester, as treasur ind auditor respectively of Pick,et a county., The reason stated for th.s action is that these gentlemen Were ielated at the primary election for these positions. A citizen living near Maxwell!s Bridge across the Seneca River, in AdIIlerson county, iiorms' tihe Int - 1'gencer that a horse wi.h a saddle and bridle on was found dead in the river about one hundred vards above ,he bridge on Saturday before last. On Saturdav last, about noon, Mrs. smith, wife of Simeon Smith, living m Big Creek in Edgfleld county, was ihot in the head at her home. She md1( her stel>son had been practising thooting a few moments before the tad occurrence. She was still living m the day after the occurrence, though 10 hopes were entertained of her re ~overy. She made a dying declara ion before a trial justice, in which she ixonerate.d her stepson from-all blame. Phe af!hir is still involved in mystery. On Wednesday evening last James Barnwell, the colored captain of a phosphiate flat lying in Stono River pposite the Jervey place, in Charles on county, loading marl, became in ~rolved in a difliculty with one of his 3reow named Sam Brown. After some ivords the latter struck the captain over the loft temple with a short bar f iron, knocking him overboard. He tmmediately sank and was seen no more. Brown attempted to escape, but was captured by other members of the crew after a chase extending sov eral miles through the country. Heo w as committed to jail. On Friday last, Deputy Collector Snider' met up with a b)1ockade whiskey wagon, six miles from Yorkville, on the Chester road. With the wvagon were four mnen-James Hunt, Edniar Hunt, Samuel McF'arland1 and another, whose name is not giveni. After be lng brought to town, the man whose name Is not given made his escape, andl while Deputy Snider attemp)tedi to recapture him the Deputy was fired upon twvice by the other three. After a hearing before U. S. Commissioner Lati me r, Edna r Hlunt and MciFarland were committed to .jail, and James Hunter was released on bail.
