A southern route is the natural cont i nenital highway thr' the lower parallel along which It runs and is comparaitive ly free from the ice anid sniows which bury whole trains for days ou the Central Pacinic durinig thme winter sea son. The conmplet ion of this route is also demanded as a matter of,justice to this section of thie Union, which has so p)ersistently been cut out of any par' t.iciplatioin in thle gover'mental sub)sidlies.
