The Circuit Court.
Th e Circuit Court for Fairfield coun
ty opened on Monday morning, Hon.
A. P. Aldrich presiding, The grand
jury being in their seats, his Honor
proceeded to charge theI as folloW
"When I was here last, our State was
in a most deplorable condition. Our
people were depressed over their lost
cause, and the loss of their property.
But we went cheerftlly to work, to
overcome the desolations of war. Then
the military not only took charge
of the government, but undertook\
to control the courts-reviewing
the decisions of both the ol
cuit and supreme cours. Then at last
they tried to override the law about
the juries. As I could not conscien
tiously yield to the demands made
upoti ine as judge, I was d-iven from
the bench. Bad as this was, we have
sluce sullered worse things. Tite gov
ernment we had was the most infa
mous that .ever existed. In the last
three weeks I have hadan opporthunity,
is a member of the Bond Court, to
learn more of the corruption of our
State government. I am lost in w.on
der that a brave and gallant peCople
could endure such tyranny. It is
really amazing to see how our peole
have been robbed. We wer*e ruhzu d
by the war, yet we have bornme a degree
of taxation pecrfectly app)aling. TIho
money stolen from the peop.e would
build a church anid a schiool-house in
every neighborhood. All ot' this
money has been carried ont of the State
by ruthless robbers. But the peCople
bided their time, and at last, by on e
grandl cffor't, restoredl the State to th e
government of their fathers. Tihe
fu.ture of the State is nowv brighit. No
people who have bravely endured such
trials, can tail to achieve great results
In the future.
"I amn glad to see on the g.'and
jumry a proper propordAon of colored
people. 1t is a good school for the m.
They se.e impartial justice meted out to
all, white and1( colored alike. WVheni
they go horne they can tell thecie fellows
amnd friends that here, in this temple
of justice, all macm stand upon an equal
footin!g.
[Hlis Honor unext charged the jury
generally on their duties as to thme ox
aminationi of the public offices, and
conmtlined:]
"The public roads should receive spe
elal attention. The present system of
working the roads is not good. No
doubt the granid jury will give thme
proper attention to this very impur tanit
matter.
"The trial justice system should also
receive proper attention. This system
is very Inconvenient, and somnetimes
abused. The grand jury should bring
to the attention of the Court and or the
Solicitor any IrregularitIes anid abuses
of the system. Trial justices some
times exceed their powers, sometimes
try cases involving title to land. In
Horry county, one granted a divorce.
Another told me that lie always decided
the ease against the man could pay the
costs. This is all wrong, utnjist and
oppressive.
"The present arrangemnt of the
terms of court Is very incon vent
lent to the farmers, and I hope we
will get back to the plan of holding two
good solid terms in thme year, at such
times as will be most convenient for
the farmers.
"You will now aike charge of the
bills givQn you lpytbmoolicitor.. Any
The grand jury then retired for the1
consideration of bills.
The Court next proceeded to the.
consideration of the case of the State,
vs. San Brown, for breach of laborer's;
contract. This wasi an appeal from a
decision of Trial Justice Scott, in
whose Court the defendant was con
vieted of violating his contract with
his employer, Mr. J. A. Caldwell. Mr.
A. M. Mackey appeared for the do
fondant, the Solicitor representing
the State. His Honor took the papers
in the case, and reserved his decision.
