THE STATE EXECUTIVE Committeo
urgo that candidates bo brought
out individually and not by clubs.
They regard the primary system as
causing each candidate to standl
upon his own merits, and thoroforo
opposo even a quasi caucus nomi,
nation by a club. The raco is to be
open to everyone who believes that
the dear peoplo wish his services.
A RESOLUTION was adopted at the
last county convention, urging all
subordinato clubs to reorganize at'
once, and to notify the secretary of
tho Executive Committee of the
fact. The county chairman desires
a speedy responso from the clubs.
So soon as he is notified that all have
complied he will call a convention
for the purpose of electing a county
chairman and of setting the party
in trim for the campaign. At the
same time the new Executive Coin
mittee will be installed.
Primary Elections vs. Cliques :and
Rings.
Among other objections raised
to the system of primary elections,
some persons claim that it will allow
cliques to control nominat ions. Now,
as the system has been adopted for
the purposo of smashing rings, it
could not too speedily be rejected, if
any such conscquences would
ensue as are claimed. The way in
which this dire result is to be (flct
ed is said to be as follows: A ring
at the court-house will iniluence
certain leading men in each neigh
borhood, and those will control the
club elections. Of course thoso who
mako this objection claim to prefer
convention nominations as less liable
to be controlled by a clique. How
any one can argue that an election
which takes placo in IL dozen differ
ont precincts at once, and in which
every voter participates, can be
controlled more easily than the
action of forty or fifty delegates
shut up in one room, nay, in the
court--house itsolf-tlhe very lion's
don, the haunt of the so-called
cliques-is a matter passing our con..
prehension. If there is a way in
the wvorld of preventing the domi
nation of any man or sot of mn
possessing great personal influneneo
or consmmatc. skill in manipulating
publhc bodies, that way lies in having
the deision rest in as large a num
her of individuals as p)ossile, seat
tered in many different lplaces, so
that all can not be reached simaulta
nounsly by tho voice of the charmer.
The p-rimary system destroys the
one-man power, instead of perpetu
ating it.
On the other hand, a convention
is a place p)reeminently' fitted for the
exorcise of wiro-.pulling and clique
controL~ The influential men of e3achm
neighborhood can always secure an
election as delegates to a
convention. The central clique can
work on these, and these, b)y their
influence, can control the other
delegates. It is much easier to
manipulate-a body of fifty than of
fifteen hundred. Tihe latter go to the
primaries and deposit their votes to
suit themselves. The candidate of
the party, not of a clique, wins.
\Vhile many are sincere in their
opinions, it will be found that others
who oppose the primary system are
realty at heart aspirants for oflico,
wvho believe their chances are better
beforo a convention than before the
people.
WVe repeat that the primary sys
temn, instead of being the creature of
a ring, is really an effectual cheek
upon it. It is a Democratic mnas
uro, as it strikes-at centralization.
\Vo are glad to say that the ob,.
jotions weorefer to have been raised
in other counties. WVe have heard
no serious objection in Faiiilh.
As to the system adopted in this
this county, it has met the cordial
approbation of tihe Staite Executive
Committee, and a copy of it has
been forwarded to the county chair-.
pen of the different counties as
ibformlation. This county, at least,
is in full accord with the State Coin
BNRIC-A-BRA C.
