commnittee of the 1-ouse of Ropre,
sent Ltives conimmitteo charged with
the considoration of the method of
electing a president and vico-presi
den t was submitted to the full con
m1ittee last week, and agreed to by
one majority. The most important
feature in their proposed amend
ment to the Constitution of the
United States is that the electoral
votes and fraction thereof of such
person voted for as president in any
Stato shall be ascertained by multi
plying his entire popular vote
therein by the whole number of tho
electoral votes of the State, and
dividing the product by the aggre
gate popular vote of the State for all
parsons voted for as President, and
the <juotient shall be the number of
electoral votes and fraction thereof
to which such person shall be on..
titled, using for such fraction three
dechnals and no more. The amend,
ment is designed to preserve the
relative power of the smaller States.

offered in the New Y ork Assembly
a resolution intended to substitute
the Moflctt liquor law of Virginia
for the law of 1875 in New York
city. It is the opinion of the
author of the resolution that since
.60,000,000 worth of liquors are
alleged, on competent authority, to
be sold over the bars of New York
city yearly, a tax on every drink
registered by the Moffott punch
would yield an immense annual
revenue to the city treasury, and
operate beneficially in oilher ways.
IHi thinks the lawv would1 be popular
with liquor dealers, inasmuch as it
requmres consumers to pay cash for
every glass at the time when it is
drunk, and that would tend to kill
off low grog shops) where poisonous
liquors are now sold at low prices,
which wvould be increased by the
tax.

of a passenger car the other day,
and after smilingly submitting to
the accustomed kick, turned to the
