SUNDAY WAS St. Patrick's day, an
anniversary especially sacrod to all
Catholic Irishmen. It was genor
ally observed throughout the coun
try.
AND Now Canon Farrar riros to
explain that he never said there was
no hell. He believes that while the
masses will not be doomed to
eternal torment, some particular
individuals may be doomed ever
lastingly.
The York County Bonds.
Oonsidorable interest has recent
ly been aronsod in the matter of the
bonds issued some years ago by the
county oonrnissionors of York in
aid of the Chester and Lonoir Nar
row Gauge Railroad Company
The bonds wore issued under au
thority claimed to ho given by the
act of the Loginlature In1COrp)oratilg
the Company. Great opposition
and considerable indignation wore
felt at the action of the commis
sioners-then composed of one
ignorant negro, one low whito
Radical, and one weak though honest
Democrat-and stops were taken to
test its legality in the courts. The
case made was entitlod "Glenn
and Others vs. the County Commnis
sioners of York County." Judge
Mackey decided in favor of the
right of the county Comm11issioners
to issue the bands, and his decision
was sstttined by the Supreme
Canrt, Justioe Willard dissonting.
Last year, Governor Hampton ap
pointed a commission to investi
gate rhe financial condition of York
county ; and by the terms of the
act giving him the power to appoint
the levy of any special tax was
forbidden on and after the forna
tion of the commission. The coun
ty troasurer, Dr. T. C. Robertson,
acting under the express instrule
tions of Comptroller-General Ha
good, doolined to collect or rocoivo
any of the tax levied for the pay
ment of the coupons or that for the
retirement of the bonds. To con -
pei the treasurer to collect these'
taxes, certain bond- holders applied
to the Supreme Court for a wriit of
mandamus. On this ease the Court
has recently rendered its docision,
refusing to grant the writ. What
points are made in the decision we
are unable to state, but the Rock
Hill Hampton 1Ier'ald is informed
that the Court holds that "the ease
of Glenn and Others vs. the County
Commissioners decidos nothing."
This may seem startling, but there
is one grotnd, if no other, on which
the decision may rest. The State
Constitution, Art. IV., ? 8, pre..
scribes:
When a judgment or decree is
reversed or affirmed by the Supreme
Court, every point made and dis
tinctly stated in the cause, and fair'
ly arising upon01 the .record of the
case, shall be considered iad de.
eiddid ; and the realsons thesrcor
shall be concisely and briefly stated
in writing, and priosorved with the
recordls of the caso.
It will be seon that this provision
is mandatory. In the case of Glenn
and Others, etc., no opinion was
filed by a majority of the Court-a
circumstance that occas'ioned some
surprise at the timo and much
comment since. It may be
that the Supreme Court rests
its recent decision 0on tihe
ground that the judgment was void
for irregularity in thora being no
written opinion Cxprlessing the views
of the nrijority of tile C>ur't. This
may seem a mere technicality, but
there is abundant reac on for the
constitutional roqu irlOZot, whlich
we have not nowv space to state.

It is allegod, and, we b'I1'vo. not
denied, that the lato Joe Crows re
coived five hundred dollars for
making a favorablo report on the
bill iucorportting the Company
under which charter the county
cominsioner,s undertook to issue
the b,onds. They were issued in
the face of strong oppo:sitioll on the
part of a largo ijority of thi ix -
payers. They were isii.d by a
board, the majority of whomll wero
both weak and corrupt. The very
decision of the highest tribunal in
the State is declared, upon very
good proof, to have been procured
by corrupt moans. It is all well
enough to prate about the rights of
creditors and of "innocont holders for
value." But when it comes to sad
dli)ag a county with a debt of over
two hundred thou*and doll:r:, pri)l-'
ciplal and interest, agnmtt the
known .%:sihes of a majority of the
taxpayero, we lean to the side of tho
taxp-iyors. 'The bond holders may
suffer, but they took tio chances,
bought the bond:; at a d'eonut, and1
must not expect too in h sylpathy1
if they have lost their ap.ire money.
