The following is the text of th( railroad bill recently passed b the House of Representatives: : SzeTroN~ 1. That railroad corpora tions and all other chartered compsjn mies acting as common carrieri within the limits of this State shril) 'charge for carriage of freight and paesengerse sneh rates only as are reaeonable. - - S. 2-.That noA e id fr cap tMag. to or from anv plaan or st tion shall bo doomed reasonable within the meaning of this act, which is in excess of the usual and established charge 11111d by the samo corporation, or combination of cor porations, for liko carriage for any greater distance over their line or lines in the same direction; pro vided, that if such corporations, or combination of corporations, canl show a greater necessary oxpenso to it or them for tho carriage of goods, merchandiso and property over tho shorter distance than that which is incurred for like carriage over the longer distance, a proper proportion of such excess of necessary expenso shall be dcomed a reasonable addi tional charge ; and provide(, far ther, that where any such railroad company, or other common carrier, shall, in the carriage of through freight, act only in the cipacity of intermediate carrier between other connecting lines operated wholly beyond the limits of this State, the charges for such through freight on such intermediate hule sliall not in any way regulate the local tariff thereon, by reason of anything in this section contained. SEc. 3. If any railroad corpora tion or other chartered connnon carrier in this State, acting for it self only or for itself and other char tored common carriors ini combin-t tion with it, shall charge and ree'ive ratos extra reasonable, Within the meaning of this act, so minch of the money so received by it in excess of such reasonable rates as is due to commnon carriers chartered under the laws of this State shall be iuon cy had for the use of the person or persons so paying the samne, to be recovered by action in any court of competent jurisdiction.
