tively light sentence passed by
Judge Townsend upon Cardozo and
Cass Carpenter. The Columbia
Register answers this by showin.g
that the crimes of which these
worthics wore convicted are offbnces
against the common law. As the
penitentiary is provided for punish
mont only in the case of statutoly
offences, it would have been illegal
to send the two prisoners to the
penitentiary. They must sulffer the
common law punishment of fine and
imprisonment in jail. And as the
convictions wore upon merely ono
of a number of indictments, the
punishment in this instance was
deemed sufliciont for the present.
IT IS 'rUE that John J. Patterson
porformed the one decont act of his
life in voting for 1.o admission of
Senator Butler; but this does not
blot out the fact that he holds by
fraud and bribery the soat which
entitled him to the vote. We much
mistako the tempor of the people
if Patterson is forgiven by theim.
They demand stern retribution in
his caso ; and will not be satisfied
until ho is a convicted felon, or ele
haB fled from the SCato Chamber
to some secluded spot where a
South Carolina constable cannot
catch him. The talk about an
"unholy alliance" is all stufi. The
Democratic official in South Caroli
na who would ondeavor to shield
Patterson would have a rough row
to hoo himself.
Railroads,
It appears probablo from the
reports of the proceedings of the
Logislature that tho whole subject
of railroads will be freely discussed
by that botly. Mr. -(14iauvdi a
Fairfield, has already introduced a
bill to amend the charter of the
Charlotte, Columbia and Augusta
Railroad, and another bill provent
ing discrimination in freights.
Other members have introdueod
moasures of a similar tendency.
As we understand it, thle act re
lating to the C, C. & A. RI. R. is
for the purpose of rest oring the old
way of voting by the stockholders.
The original charter, granted by, the
Legislatutres of Sou thI Carolina,
Georgia and Northl Carolina, p)ro
vided that every share was entitled
to a vote, up to a certain number,
and a person holding a greater
niumber of shazres was to have his
votes redulced to a cert.ain propor0
tion. This was for tho b)encilt of
the small stockholders, and to pro-C
vcnt the absorption of power by a
ring. A Rladical Legislature of
this State amended the charter so
that each share is entitled to a vote,
and any ono holding a majority of
shares controls a mie.jority of the
votes. This amendmer .,was not
passed, it is alleged, by the Legisla
tures of the adjoining States, and
the present bill is for the purpose
of repealing the amendmnent here,
and restoring the old system of
voting, so that tihe smaller stock
holders may have a voice.
Tihe other legislation is general
,in its application, and is directed
to the prevention of discrimination
by the railroads in tihe matter of
freights. At present freights are
higher to intermediate than to
torzninal points of railroads, tihe
object being to cut downi where
there is competition, and to pile en
where there is none. The Legisla
turn will doubtless enact a lawv that
the freight between an,v two points
in the Stato shall not be greater
than it is betw~een one of the. points
and another, more distant. In other
wvords freight from Winnsboro to
Columbia shall not be greater than
freight between Chester and Co-,
