General Assembly which appointed
the committee of investigation was
illegal ; fifth, that Chief Justice
Willard, Judge Kershaw and tihe
grand jury conspired against the
rights and liberties of Patterson,
and that the indictments were the
results of the conspiracy ; sixth,
that lhe was not a fugitive from
justice ; seventh, that the Constitu
tion only allowed a Stato to (domandi
a fugitive froml a State, and that
the Distriot of Columnbia not being
a State the Constitution did not
apply, and the act of Congress
authorizing the Chief Justico to
surreuder ifugitives was unconstitu,
