The election of intend ant and
wardens of the town of Winnsboro
takes place on the first Monday in
April, and it is time that the tax.
payers were taking some steps
towards placing a gQod ticket in the
field. We suggest a public meeting
for this purpose on Tuesday evening
next, at the Town Hall.
The town needs an additional num
ber of cisterns in order that the
usefulness of the fire depart
ment may be extended Each year
one or two new ones should be
constructed, and in time the town
would be safe without feeling" e:
barrassed by the cost of improve
ments. Newberry's $150,000 fire
should prove a lesson.
AColumbiatelegram.to the Charles..
ton Journal of Commerce, dated
March 19, says : "Well founded
reports say that one hundred extra
negro constabulary are quartered in
some fastness of the Statehouse,
and that a large supply of ''previsw
ions has been secretly conveyed
there. Inspection fails to confirm
this, but it may be true neverthe,
less, as close inspection cannot be
made."
Governor Hampton gave thirty
days reprieve a few days since in
Aiken to a colored man who had
killed a white man and wvas convict
ed of murder by a colored jury and
recommended to mercy. The man's
lawyer claimed to have discovered
some new testimony' 'that would
acquit him, and Governor Hampton,
in spite of the wishes of the whites,
gave him the thirty days to investi
gate the matter.. This is givigg
equal rights to colored people. The
colored persons should take notice.
MUSIcAL EN4TERTAmuIENT.-The
Carolina Singers will givet a musical

tion of the Mission School for
Colored Children, at Thespian Hal

before tiae tbs'~~ 4 h
tribution 'of1. Fairfield is already
large, ald it only ieeds i small in
crease to make it, in proportion,
quite equal to that made by any
other county in the State. Let the
people see to it that when the final
acidelnting shall be made, 46 will
be, found to be- atnong the most
liberal in her'mupport of the Consti
tutional Government of the State,
Hezekiah Sims and several other
colored men have recently paid their
Hampton ,conttibution.' Now is ' a
good time for all the colored people
to come orvaIr( d.jnp to- .o
side. They had-iStteoeyav6' }Clam
berlain before Hayes lets him drop.
It will be much better for them to
acknowledge Hampton. . They need
not be Democrats to do this. Just
as democrats in 1874 acknowledged
that Chamberlain. defeated Greene,
so Republicans now sacrifice no
party principle by acknowledging,
what they all must know, that
Hampton defeated Ch myerlain in
1876. Chamberlain, Iy holding. out,
is merely trying to cotntinuw stife
between whites andblacks. Every
one had better abandon him.
BODY RECOVERED.-The body of
Mr. Wawra, a young German tailor
who mysteriously disappeare4 fron
Columbia some days ag?, was ifound
caught in the limb of a e " wbich
projected from an island in the
Congaree river, about :two ands' a
half miles below the city. Tne
body was rieich discomposed, and
was disfigured 'to such an extent as
to render identification almost im.
possible, except by the clothing and
the articles in .the pockets. The
generally accepted theory 'of the
suicide is that the deceased slew
himself in consequence of the un
favorable result of a love affair.
Some of hie friends, howverj eem
to believe that he Was foully dealt
with. No marks were found on the
body, beyond those which would
result from its being bruised against
the rocks and driftwood in the river.
DuNN DUNNING.-The 2egister
says tnat ex;Comptroller Durn, r
cently sent a circular - to the agents
of certain insurance companies
with a view, cf course, to .collect
some money. The circular is as
follows :
