James H. Rion returned from Washington on Sun day morning. He expresses hiise'f as much pleased with his: visit to President Hayes. and thinks the outlook very encouraging for South Carolina and the South generally. Trial Justices can furnish them, selves with the necessary blanks by applying at the office of TUE NEws AND HERALD. . .A fill assortment of these blanks will be kept constantly on hand, or supplied at short notice. Prices low, work good, and satisfac tion guaranteed. COLLECTION OF TAxEs.-.-The collec tion of the ten per cent. contribu tion still goes on finely in, this coun ty. We trust that those taxpapers who have not paid, will do so at once. The book will probably be closed in a very short -time, and every citizen should at once call on the Special Agent and pay the quota. The amount collected up to four o'clock on Monday is $4,050.19. Intelligence has been received of the death, in Brooklyn on Friday last, of the Rev. Henry R. Dickson. Mr. Dickson was well known to the people of Fairfield, having been for years a member of Harmony Pres-. bytery. Two years ago he assumed charge of a Dutoh Reforme 1 church in Brooklyn whi-e he has since been officiating. His death, which result ed frin congestive chills, Will be sine-rely lamented. FAIUFIELD: SABR3E'CUB.-We have been requested to state that there will be a meeting of this Club in Winnsboro on Saturday next "at 11 a. M. We understand that the oblect of the meeting is to place the Club upon a full. military footing, and to tender the organization to Governor- Hampton to be enrolled as a part of the State militia. I take the liberty of addressing you,, now, with great distrust of the propriety of doing so, prefacing it by saying that I speak without authority from any one, and represent only my own views. The situation of public affidrs in Suth Carolina is too complicated to be discussed at length in a note, and yet impresses me as one that ought to be chapgod by the policy of Re piblican statesmen in such a way as not, only to remove all the contro versies that disturb that State, but to remove the embarrassments aris ing from.it, to the party in other parts of the country. It has oc curred to o o suggest, whether by your on cpncgrriehe and co operatiQp, an, srrangenoent could not be arrived at which would obvi ate the necessity for the use of Fed eral arms- to support either government, and leave that to stand which is able -to stand itself. Such a course would relieve the adminis tration from the necessity, so far as executive action is concerned, of making .any decision between the conflicting governments, and would place you in a position of making the sacrifice of what you deemed your abstract rights for the sake of the peace of the community, which would entitle you to the gratitude not only of your own party, but the respect and esteem ithe entire coun try. I trust you will pardon the liberty I have taken, as my mo tive is to promote not only the pub lic but your personal good. With great respect, STANLEY MATTHEWS.
