Governor Hampton hlas begun the organlization of tile militia, by com missioning tile officers of the two rifle clubs, the cavalry and the artillery club of Columbia. Thlese clubs were disbanded by President Grant, in response to the libelous charges preferred by Ohambierlain. By this act, Governor Hampton re stores to these organizations the right of assembling for drill. These rifle clubs displayed great proficien cy in the manual and tactics, and were ani honor to Columbia. Their rehabilitation is a cause for congretna lation.
