Washington, Dec. 10.—The organi sation of the national council of com- pierce, begun at a meeting held to fay in the office of Secretary of Com merce and Labor Straus, is expected to prove of far-reaching benefit to the foreign and home trade of the United States. The council is the embodi ment of ideas of Secretary Straus whereby it is hoped the commercial world may be brought in closer touch with the departmemts of the govern ment and utilize their machinery and the valuable information secured by them for the general betterment oi trade at home and abroad. One of the features of the move ment is the establishment of a perma nent bureau of the council in this city in charge of a capable man who can keep in close touch with the depart ments that have to do with commer cial affairs and advise the various commercial interests of important matters that arise from time tp time and affect the<ir welfare. The president will receive the dele gates today, and Secretary and Mrs Straus will tender a reception to them this evening. Seeks Better Waterways. Washington, Dec. 10.—First among the objects of the national rivers and harbors congress, which began its ses sions here yesterday, is the procuring from congress of a liberal annual ap propriation for the improvement o) waterways. Another object of thi congress Is the impression on the pub lie mind of the impprtance of its work to the welfare of the nation. Miore than 2,000 delegates from al parts of the country have assembled in the national caipltol for the con gress. This report recited the needs at improved railroad faciMtiee Cor the south, pledged protection to foreign capital invested in railroads, deprecated the spirit of unrest recent ly exhibited, and condemned the agi tation against railroads. The' report was read by Governor Hoke Smith, of Georgia, chairman ol the committee on resolutions. Killed by Brother-in-Law. Birmingham, Ala., Dec. 3.—B. M, O'Rear, a well known citizen, was shoi and killed yesterday afternoon at Car bon Hill. Ala., in Walker county, by J. T. Wakefield, his brother-in-law The affair is said to have been brew ing for several days, and resulted from family troubles. Franklin Doug'ass Dead. Boston. Dec. 3.—Franklin .1. Doug lass, an editorial writer cn The Bos ton Globe, and in former years a con tributor to several New York dailies, died here yesterday. He was born in Georgia in 18C7. New Portal Rate to Germany. Berlin, Dec. 3.—The Up^^l' Srates and Germany have arrange i<**r i pos tal rate on letters between the two countries of two cents instead of the existing rate of five cents. The" new rates will go into effect January 1. Atlanta, Dec. 3.—B. B. Henderson, thought to reside in Montreal, De- Kalb county, G&., was struck and in- •tantiy killed by a Seaboard Air Line paaeenger train last night about 9 o’clock near Montreal. C., Dec. 10.—-Judge William (Howard Taft, the next presi dent at the United States, will pay Atlanta a visit during the present win ter.
