Morse The Ice King Guilty
UNITED STATES CIRCUIT COURT
FOUND CURTIS AND MORSE
GUILTY OF CHARGES.
New York, November 5.—Charles
W., Morse, until a year ago a dominant
figure in the world of finance, an I
Alfred H. Curtis, former president of
the National Bank of North America,
were found guilty tonight in the crim
inal brailch of the ('ailed States cir
cuit court on charges of misapplica
tion of funds and falsifying the booss
of the hank.
Within live minutes of the time the
jury had rendered its verdict, Judge
Hough had refused to entertain a mo
tion for bail, and had committed the
two bankers to the Tombs prison.
The feleral statutes provide a min
imum penalty of five years' imprison
ment for falsifying the books of a
bank, and a penalty of two years' in.
prisonment f or misappropriation of
funds. So alternative but imprison
ment is provided for conviction on the
charge of falsifying the boohs of the
bank. The maximum penalty on this
charge is ten years’ imprisonment.
The jury recommended clemency for
Mr. Curtis, but made no recommenda
tion in the case of Mr. Morse.
The scene in the court room was a
dramatic one. Mirs. Morse and Mis.
Curtis had remained in the court rooi.t
nearly the entire day awaiting the \vr
diet. Mrs. Ourtis showed signs ofgiv-
log way to her emotion a number < f
times, and once when the jury return
©d to the court room to receive in
structions on the manner iif which the
conspiracy charge should be consid
ered, Mrs. Morse broke down an I
sobbed.
A satisfied »ob of relief escaped .Mrs.
Cart is as she heard the recommenda-
tlon for mercy for lier husband. Mr.
Curtis took the verdict like a stoic,
but Mr. Morse wns unable to conceal
the disappointment he felt, while his
wife showed no signs of emotion. She
kept her eyes on her husband, seem
ingly forgetting herself, and being con
cerned only on his account.

be an end man, “and here is one of
’em. The tree of most rapid growth
is the sole tree.”

Death Results from Bums.
Anderson, Nov. 3.—While sweeping
a hearth today the dress of Mrs. Lark
in A. Cole, of this county caught
fire, and before the flames were ex
tinguished she was so badly burned
that death resulted. The deceased
was about sixty years old and was
nearly blind. Her screams for assist
ance were answered only after she
was horribly burned.

Explosion Wrecks a Coal Mine.
Benton, lii., Nov. An explosion
at the mine of Colonel W. P. Bond,
three miles west of Benton, this af
ternoon. wrecked the shaft, and, as
a result, four shot firers are entomb
ed.
So terrific was the explosion that a
car and pieces of railroad track kere
hurled from the bottom to the top of
the shaft, more than COO feet.
It la Impossible to reach the figures,
and their fate Is unknown. A large
force of men is trying to clear away
the wreckage, but the work Is pro
ceeding slowly.

The Hunting License.
It almost goes without saying that
if birds, game and fish are worth pre
serving. then they must be Intelli
gently looked after, and to do this en,
tails expense. How shall this ex
pense be met? The question has
been agitated for a long time, and the
net result is that all States and coun
tries that are preserving game have
adopted the license system. None
have ever tried it and abandoned it.
This universal experience ought to
w<iigh mightly in determining a
State’s policy.
Fortunately for South Carolina,
game protection is undertaken at a
time when the State lias the benefit
of observing the operation of this
license system .as it has operated in
other States, and can profit by their
experience with abundant opportunity
for improving on their systems. There
is no need of long and costly experi
ment.
Outside of what has been (tone at
the No\th and in the West, many
Southern States have adopted the
plan of putting a lisense on hunters.
Among these are Florida. Alabama,
Mississippi, Louisiana. Texas and
Arkansas. In these the conditions
are fairly similar to the conditions in
South Carolina, and in Mississippi
thrv are almost exactly the same.
The plan, as proposed by the Audu
bon Society of South Carolina, will
be carried out in this wise. Upon
passage of an Act by the General As
sembly a number of books will be is
sued and sent out to the Clerks of
f’ouil. These books will contain each
I do licenses with stubs attached, both
(being numbered. With each book
will go 100 metal tags in a box. simi
larly numbered. A warden will be
appointed for each county, whose
dntv will be to collect these licenses.
The license will cost $1 and be good
for one year. Thv* warden will be re
quired to furnish bond to the Clerk
of Court, to be approved by him, in
the sufn of $500. Having taken the
oath and foniishod the required
bond, the warden will proceed to col
lect the license, failure to pay which
will tie punished by fine of from $10
to or corresponding imprison
ment. The warden will be compen
sated by 25 per cent, of what he col
lects or 25 cents on the dollar. This
will furnish employment for good
men at remunerative rates while
they are at work, that is. for several
months in each year. On furnishing
the hunter with his license the war
den will also furnish a metal tag to
correspond, tacking tin* tag on the
front of the gun stock, the size and
shape of the tag being changed each
year so that any warden may he able
to tell at a glance whether anv tag
is out of date.
The money so collected shall he
transmitted by the Clerk, less such
remuneration as shall be allowed that
officer for bis work, to the State
Treasurer and placed to the credit of
the “Game Protection Fund.” Any
amouni over and above what is re
quired for the enforcement of the law
may be turned into the School Fund
by the Legislature.
The wardens collecting this license
are not to be confused with the regu
lar warden force, which is charged
with the enforcement of the law
These regular wardens will be put m;
salary and their expenses paid while
in discharge of their duty.
If people will reflect on the present
condition of affairs and what vast
and permanent benefits are to be de
rived from such conservation of the
State’s resources, there can be no
doubt that the license will become
law and receive the support of the
people, for in the last analysis it is
the people who are the sufferers un
der the present wasteful practice.
The whole body of the people will he
the gainers under the changed order.
Within a few years South Carolina
would again be stocked with game and
fish and the enormous losses now In
flicted on the crops by insect ravages
would be cut down, thus adding in an
other way far greater benefits to the
State and its people than any amount
of game and fish could add. The plan
is thus frankly outlined, for there Is
no reason for concealing anything
from the people; it is their “cause
and there is no greater before the
people of America.
Some time since I had occasion to
call attention to the fact, often com
mented on by the world’s thinkers,
that here in America democracy is no
trial, and that trial will not be de
termined by any of the political par
ties not battling for supremacy. The
issue is before the court of the ages,
and the answer is in the womb of
time.
In old time the king, advised by the
educated priest, preserved his game,
his fish and his forests. He had
these things with their resulting ben
efits in great abundance. Never once
did royalty let go any of these valued
and precius prerogatives until royal
ty ceased to have jurisdiction.
Now the people have succeeded in
this country, at least, to all the privi
leges and prerogatives of royalty.
They have, and may continue to have
forever, all that made kingship at
tractive. The resources of the world’s
greatest continent are theirs, “to
have and to hold.” As they conserve
these things (use them wisely and
not wastefully), so may they con
tinue to possess and enjoy them.
But if they continue to waste these
royal possessions, thqp the heritage
of the fathers will shortly cease to
exist, and too late the people will
find that royal prerogatives may be
possessed for any length of time only
by wise foresight and prudent use.
Democracy is, therefore, an trial. It
Is the overshadowed issue before
every party, the final question in
every State.
It is the hope of the Audubon So
ciety that men in charge of the State’s
affairs, having devolved on them the
solemn responsibility of caring ror
the State’s welfare and of conserving
its resources, may discharge that res
ponsibility like men. The clamor of
the Idle, the heedless and the vicious,
should not be permitted to obscure
this fact
There is not an argument that has
ever been framed or that can be
framed to justify the waste of re
sources. One generation has no
moral right to destroy what of right
belongs to all generations. It should
be the ambition of every man to leave
the State in as good condition aa he
found it, to say the least.
Wherefore, with two years’ practi
cal experience in an untried field, the
Audubon Society of South Carolina,
chartered by the General Assembly

tries, is the best way to raise revenue
for the protection ,of birds, game and
(fish: the best way’to give proper pro
tection to property; the best way to
i ensure the perpetuity of the bird,
fish and game supply of the State
I for the use of its citizens, and so
recommend to the General Assembly.
A little reflection will show that
i tie Society seeks nothing for itself.
The money collected does not go to
t he Audubon Society, and never can.
The Society is supported by its mem
bers, and intends to spend every dol
lar it can collect from these membera
in educating the people to the value
of bird life to the world.
Having a serious public duty and
responsibility laid on It by the Gen
eral Assembly, It has sought to meas
ure up to both duty and responsibili
ty. The gainer will be the State, and.
therefore, all Its people.
The uian who Is killing the game
and catching the fish ought to be re
quired to contribute something
i towards preserving these things, and
the amount required is very small—
so small that any man that can af
ford the luxury of hunting and fish
ing can afford to pay it.
In order that such work of enforc
ing the laws might be carried on with
out embarrassment to the society, at
its annual meeting last week the Au
dubon Society recommended the ap-
pointment of a Game and Fish Com
missioner, who shall have charge of
enforcing the laws, his pay to come
from the Game Protection Fund, and
be no tax oh the State treasury.
The society recommended that the
commissioner be nominated by the
Audubon Society and appointed bv
(ho governor, by and with the advice
and consent of the senate, thus fur
nishing every needed check and keep
ing the work absolutely divorced from
politics.
Every citizen of the State should
give this matter his serious attention
and see that it Is acted on by his
representative in the General Assem
bly.
The Audubon Society, without
money and with limited powers, and
with mixed and confusing laws to
handle, has shown what can be done.
South Carolina is revolutionized al-
i ready; it merely remains for the
people to reap the reward, to secure
the fruit of that work for themselves
and their children henceforth and
i forevermore.
