SOME VITAL ISSUES.
There are several vital issues be
fore the general assembly of the
State which convened at Columbia
last Tuesday. One of the most Im
portant is the lien law, the opponents
of which will make the most determin
ed effort for its repeal. As we have
said before, we hope they will not
succeed, as this is the most Inoppor
tune time for such legislation that
has occurred for the last ten years.
If there was plenty of money In the
country and everybody was prosper
ous, there might be good reason for
wiping the law off the statute books,
hut with money so timid that it is al
most impossible to borrow, even ou
the most approved collateral, to tabe
away the only means that the negro.

it is to be hoped that our representa
tives will devise some means by

may be improved.
The dispensary will also receive Its
share of the attention of the legisla
tors, and we devoutly hope that this
most nefarious child of the devil may
be killed so dead that it can never
be resuscitated. It has torn our
grand old State fro mthe proud
position which it once occupied and
brought it down to the level of the
basest commercialism. It has de
bauched some of our best citizens,
who. but for the dispensary, would

Since His Honor Jiidge Brawley, has
declared the present law unconstitu
tional. the legislators all over the
State have been studying the question
with a view of devisln ; some means
by which the unconsitutional feature
may be overcome, and a suitable bill
be passed in relation thereto. We
think that a bill which would pro
vide a long term of imprisonment in
the penitentiary for anyone enticing
laborers who are under contract
would come nearer solving the prob
lem than anything else. Take, It all
and all, the general assembly of 1908
will have a strenuous session.
