Senator Otts has introduced a bill
to create a board of public works
for the town of (raffney. and to define
their powers and duties and compen
sation, as follows:
Be it enacted by the General Assemb
ly of the State of South Carolina:
Section 1. That the board of pub
lic works for the town of flaffiiey be,
and the sam« is hereby established;
said board to consist of three mem
bers. v
Sec. 2. The said board of public
works shall be elected on the second
Tuesday in April in the year 1907;
and thereafter one member of said
board shall be elected / every two years

Sec. C. Whenever it may be deem
ed advisable by tho said board to is
sue bonds to extend the electric light
plant or water works in the town of
Gaffney, or to secure additional wat
er supply for the said town of Gaff
ney the said town council of Gaffney
shall submit the question of is
suing - bonds for the extention
or the improvement of the said
electric light plant. or water
works plant, one or both, to an elect
ion of the qualified electors of the
said town of Gaffney, first giving no
tice of such elections by publishing
in a newspaper, published in Gaffney,
once a week for at least four weeks,
a notice of such election, setting
forth the amount of bonds to be voted
upon and the term of years which
said bonds are to run. such election
to be ordered in the discretion of the
said board of public works, or upon
the petition of one-third of the numb
er of freeholders of the town of Gaff
ney, and under the law governing
municipal elections. If a majority of
the electors voting at such election
shall vote to issue bonds for the pur
pose of extending or improving the
electric light plant or the water works
plant, it shall be the duty of the
works plant and sewerage system,
either or all, as the case may be; for
the purpose of borrowing money, as
aforesaid, the said l>oard of public
works are hereby authorized and em
powered to execute their promissory
note or notes, due and payable on
such terms as they may deem advis
able: Provided, That, no notes shall
run for more than three years, or
bear a rate of Interest exceeding
seven per cent: It is further Provid
ed. That when such notes shall be
executed they shall be signed by the
board of public works officially and
shall be binding upon said board, or
its successors in office, and in case
of non-payment the said board, or its
successors in office, shall be liable
to suit as a board, and a judgment

Sec. 5. All electric lights and wat
er furnished to the town of Gaffney,
as a municipality, and all lights and
water furnished to any firm, corpora-
tioh citzen of the town of Gaffney,
residing or doing business in the
town of Gaffney except those using
industrial power, who may use such
power for generating lights for thrir
own use, shall be contracted for and
secured from the board of public
works of the town of Gaffney; no

Sec. 9. For the purpose of con
ducting or operating the said electric
light plant water work's plant and
sewerage system of the town of Gaff
ney, cither one or all of thdm. the said
l>oard of public works are hereby an

sum, of money not to exceed, at any
