of Franchise.
Mr. Editor.—1 notice that an appli
cation has been made, or will be
i mde. to the town council asking for
n franchise for a street railway, and
I hail with much delight such an en
t rprise. and wish it success, but fran
chises are something that should be
carefully looked into and the people
should know what is asked of their
r apresentatives, the city fathers, for
we may be giving some rights away in
this, or some other franchise .that is
not necessary, for the purpose which
p 'P^ars upon the face of the request.
We have one franchise recently
granted to the telephone company,
and can any one say that our tele
phone system is better? Why should
Mere be a secret about these fran
chises, if there is any? Let the city
fathers who should have the interest
<-f the town at heart require the appli
cants for all franchises have same
publish'd and let the people see what
is required and asked. The town is
running the electric light and water
Plant as an expense and giving people
water three hours a day and a good
many people desire to set* this plant
sold and placed in the hands of some
corporation who will run if ai'd give
better service to the already heavily
taxed taxpayers. I do not know, hut
it is rumored, that in the application
of tim proposed franchise for street
railway something is given ip that

For the Week Ending 8 A. M. Sep
tember 24, 1906.
The most noteworthy feature of
th® week’s weather was the passage
across the State, from east to west,
of a severe and destructive storm
during the 17th. The winds reached
hurricane velocity in Georgetown
county, and perhaps at other places
In the eastern portion of the State,
and it attained gale velocities at
Charleston and Columbia and very
likely at many other places. The
path of the storm w.as across the cen
tral part of the State from about
Georgetown to Greenville, and this
portion of the State suffered most
from the high winds, although the
storm decreased in severity as it mov
ed into the interior. The storm was
accompanied by general precipitation.
The extreme northwestern portion of
the State received the heaviest rain
fall, with a maximum for the week of
ti.ib inches at Walhalia.
The mean temperature for the week
was about .7 degrees above norma',
and ranged from a minimum of (52 de
gre s at Heath Springs on the 21st.
to a maximum of 95 degrees at Black-
ville on the 21st. The last half of the
week had unusually high tempera
ture.
There was much less than the usual
amount of sunshine, and at most sta
(ions but. one clear day was noted
during the wed:-, the other days hav
ing been partly cloudy to cloudy.

rence, the negro who criminally abus
ed t he nine year-old daughter of H.
Frank Smith, of Pickens county, was
today convicted of assault with at
tempt to ravage and sentenced to 30
years in the State prison. I^awrence
is 45 years of age. Judge Watts con
gratulated Pickens county citizens for
allowing the law to take its course.
