The alleged fraud consisted in af
fixing cancelled postage due stamps
for ten cents to letters from foreign
countries, after removing the foreign
stamps.
The carrier then collected the face
of the postage due stamp from the
receiver of the letter. Some times
the same game was worked with for
eign letters that lacked a stamp and
then the government was the loser.
It is not known how widely this
trick has been played, but a change
and though the flames were soon ex
tinguished, the stock was badly dam
aged by water.
