Whenever a sore or nicer does not heal, no matter on what part of the
body it may be, it is because of a poisoned condition of the blood. This
C ison may be the remains of some constitutional trouble; the effect of a
ig spell of sickness, which has left *1 is vital stream polluted and weak,
or because the natural refuse matter of the body, which should pass off
through the channels of nature, has been left in the system and absorbed
into the circulation. It does not matter how the poison became intrenched
in the blood, the fact that the sore is there and does not heal is evidence of
a deep, underlying cause. There is nothing that causes more discomfort,
worry and anxiety than a festering, discharging old sore that resists treat

pect a cure from salves, powders, lo
tions and other external treatment.
Through the use of these they have
seen the place begin to heal and scab
over, and were congratulating them
selves that they would soon be rid of
the detestable thing, when a fresh
supply of poison from the blood
would cause the inflammation and old discharge to return and the sore would
be as bad or worse than before. Sores that do not heal are not due to out
side causes; if they were, external treatment would cure them. They are
kept open because the blood is steeped in poison, which finds an outlet
through these places. While young people, and even children, sometimes
suffer with non-healing sores, those most usually afflicted are persons past
middle life. Often, with them, a wart or mole on the face inflames and be
gins to ulcerate from a little rough handling ; or a deep, offensive ulcer de
velops from a slight cut or bruise. Their vital energies and powers of re
sistance have grown less, and circulation w’eaker, and perhaps some taint in
the blood, which was held in check by their stronger constitutions of early
life, shows itself. It is well to be sus-
picious of any sore that does not heal
readily, because the same germ that

establishment or business named in this
or proceeding sections, without having
taken out a license therefor, as herein
provided, shall lie fined, except in cases
where special penalties are imposed, the
sum of not more than twenty-five dollars
per day or fraction thereof, or be impris
oned in the town prison or county jail, or
be sentenced to hard labor on the stieets
or other public works of the towu for a
period of not more than five days for each
and every day or fraction thereof such
business, or occu xition or profession is
carried on without such license.
Except where otherwise specified in
the foregoing, no license shall lie issued
for a less period than one year from the
date thereof, and shall date f’-om first of
month injwhich said license is issued.
For any business, calling, occupation
or profession not enumerated in the fore-
going, a license tax of not more than
twenty-five dollars shall be paid to the
clerk by person, firm or occupation en
gaged or running same. All licenses is
sued under this ordinance shall be posted
in a conspicuous place on premises where
business or profession is carried on, and
subject at any and all times to inspection
by the officers of the town.
An y person or persons failing to post
saul i ense shall be subject to a fine of
no niiirt-than twenty-five dollars or im-
priMinm. >.it for not more than ten days.
-•ectiou 6. The tax on real and per
sona; property provided for in this or
dinance shall be paid on or before the
first luesday in March, 1906, and any
person liable for the same who shall fail
to pay the same on or before the said date,
shall be liable to a penalty of 20 per cent,
of such tax, and the tax and the penalty
with the cost shall be collected by execu
tion or other legal process.
Any person, firm or officer of any occu
pation making any false or fraudulent re
turns where a return under oath is by
this ordinance required, shall, upon con
viction, be fined not less than twenty-five
dollars nor more than fifty dollars or be
imprisoned not more than thirty days
nor more than twenty days at the dis
cretion of the mayor.
Section 7. Any person, firm or corpor
ation liable to the license tax hereinbe
fore set forth, whose said lax is regulated
by the amount of business done or the
amount of stock carried, is required to
make a return under oath to the clerk of
the town council on or before the first
Tuesday in March, 1906, and on failure
so to do such person or the officer or
agent of such firm or corporation shall be
liable to a fine of uot exceeding one hun
dred dollars or imprisonment not exceed
ing thirty days for each and every day or
fraction thereof such person, or officer,
or agent aforesaid shall be iq default of
making such return.
.Section 8. All licenses issued under
the foregoing sections are NON-TRANS-
FERABLK AND WILL ONLY PRO
TECT THOSE TO WHOM THEY ARE
